Description
The Government intends to issue a Sole Source Award to American Industrial Hygiene Association (AIHA). This notice of intent is for information purposes only.� All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above.� A request for documentation will not be considered as an affirmative response.� If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made. Subject:� American Industrial Hygiene Association (AIHA) Laboratory Accreditation Program (AIHA-LAP) and Proficiency Testing Samples for the U.S. Army Public Health Center (APHC). THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); This is the Government's Notice of Intent to Sole Source to American Industrial Hygiene Association for AIHA-Accredidation and testing. � 1.0� DISCLAIMER:� �This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0� SUBJECT:� The U.S. Army Public Health Center (APHC) is a world-class provider of public health services across DA and DoD. The APHC institutional and operational missions encompasses measures to protect, promote, improve, or conserve the mental and physical well-being of Soldiers, DA Civilians, Family, Military Working Dogs and other animals. The below services requirement supports the U.S, Army Medical Command (MEDCOM) Industrial Hygiene/Occupational Health Hiring Initiative. 3.0� BACKGROUND:� ��The mission of the APHC is to �Enhance Army readiness by identifying and assessing current and emerging health threats; developing and communicating public health solutions; and assuring the quality and effectiveness of the army�s public health enterprise.�� As part of the APHC mission, the LAB performs sample analyses of Industrial Hygiene samples and Environmental Lead in Army operating environments and military bases to ensure the safety and security of all who work there.� The APHC is seeking accreditation for Industrial Hygiene samples the LAB performs. The accreditation meet the requirements of DA PAM 40-11 Preventive Medicine, Federal and State Laws, and other DOD regulations.� American Industrial Hygiene Accreditation-Laboratory Accreditation Program (AIHA-LAP) provides evaluation and accreditation of occupational health testing laboratories to ensure the quality of analytical data used for regulatory purposes meets the requirements of various programs, regulators and state agencies. Enrollment and analysis of PT samples provided by American Industrial Hygiene Association Proficiency Analytical Testing Programs, LLC (AIHA PAT programs) is a requirement to participate in this accreditation program. 4.0� RESPONSE DIRECTIONS:� Respondents should address the following in their capabilities statement:�� The Contractor shall possess the following capabilities: � � a.� �Provide accreditation for Industrial Hygiene methods;�� � � b.� �Provide various Industrial Hygiene (IH) Proficiency Testing (PT) samples to include metals and organics in air and organics on diffusive samplers; � � �c.� Provide Environmental Lead Proficiency Testing samples for paint chips, wipes, and soil; � � �d.� �Provide assessor(s) possessing technical knowledge and experienced in the parameters requiring accreditation. 5.0� CONTACT INFORMATION:� All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to brenda.i.mena.civ@mail.mil no later than 10:00 a.m.� E.S.T. on _20 December 2019__, Primary Point of Contact: Brenda I.
