Description
REQUEST FOR INFORMATION�(RFI) See attached Performance Work Statement for Description of Services Draft Solicitation Number:� HE125420R1002 (NO SOLICITATION COSTS WILL BE PAID AND NO CONTRACT WILL BE ISSUED) SEE BELOW. This post is a second RFI for Technology Innovation and Support Services (TISS).� The initial RFI did not provide an �apples to apples� comparison of cost savings.� This RFI is for market research and informational purposes only.� No contract will be issued as a result of the draft solicitation being posted, and no solicitation costs will be paid.�� The Department of Defense Education Activity (DoDEA) is using this RFI to determine if consolidation of our four existing requirements (1) Information Technology (IT) Help Desk, (2) Information Assurance Support, (3) Network Administration, and (4) Cyber Readiness are cost effective.� In cases of consolidation, DoDEA is required to perform a consolidation analysis and part of this analysis involves determining how much, if any, cost savings can be achieved through consolidation of requirements. In order to make this determination, DoDEA must show a cost savings using actual pricing data.� To comply with this requirement, we have issued this draft solicitation to 8(a) small businesses under NAICS Code 541519.� The draft solicitation has been issued to gather pricing and answer a few questions.� Pricing this draft solicitation will not result in a contract.� The draft solicitation and draft Performance Work Statement (PWS) both contain draft watermarks as a reminder this is a draft and no contract will be issued.� We have attached an Excel Spreadsheet in the same format as the CLIN structure with a description of labor categories, unit pricing, and total pricing.� The pricing is to be completed in the attached Excel document only.� The Excel document has five tabs that separate the base period and each of the four 12 month option periods, and a tab that shows the summary of all years.��The base year, all option periods, and the summary should be completed.� The reason for the Excel document is to check for any potential pricing errors. DoDEA intends to incorporate the results of your responses and pricing information into our Consolidation Analysis Report.� No individual contractor pricing information will be released.� The pricing information provided will be averaged to form an industry baseline to be analyzed against the Independent Government Cost Estimate (IGCE).� The Consolidated Analysis Report is an internal document used within the Department of Defense. In addition, we asked that industry provide a response to the three questions listed below.� The responses to these questions should be an approximation based on your individual company practices as well as the commercial industry standard.� What labor categories, if any, can be combined through consolidation?� Please list these labor categories.� �Example: Labor Categories to be consolidated: Four (4) IT Subject Matter Expert (SME) could be consolidated into 1 IT SME From the responses to question #1, approximately how many labor hours can be reduced through consolidating labor categories?� If none state none.� If a reduction can be achieved based on a consolidation of labor categories, the labor hours should be provided per labor category.� The reduction in labor hours should be expressed as an annual dollar amount.� Please see the example below: � Example: Labor Category:� IT Subject Matter Expert (SME) Reduction in labor category:� Four (4) IT SME�s reduced to one (1) IT SME. Labor hours reduced: �As a result of the reduction 1,000 labor hours per year were saved. IT SME is $80.00/Hr. A reduction of 1,000 labor hours is a total cost savings of $80,000 per year. Please use the format listed in the example above for each labor category that represents a labor hour reduction as a result of consolidation.� All cost savings should be based on a yearly dollar amount (i.e. $80,000 per year). Approximately how much in overhead costs can be saved based on a reduction in the number of contracts issued from four to one?� If overhead savings can be achieved, please express that cost savings as a percentage of the annual overhead savings. Example: OH from 12% to 10% or no change. If there are any questions please submit them in writing to Dr. Ron Moton no later than 10 calendar days prior to the closing date (30 Jan 2020). This RFI will be posted for 30 days. No extensions will be granted.�
