A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Fairweather Science, DUNS: 966639044 FOR : $79,868.00 ON: 01/14/2020 NAICS: 541990 All Other Professional, Scientific, and Technical Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Oil companies in northern Alaska have contracted with Fairweather Science to procure an aircraft and pilot suitable for conducting annual den detection surveys. Fairweather Science is contracted by these companies to conduct aerial infrared surveys given their extensive experience in conducting these unique surveys. It is extremely important the aircraft and sensors are consistent between surveys so observations can be integrated into a final statistical analysis; any differences in aircraft or sensor would make the results of subsequent surveys uncomparable. Fairweather Science is the only known company that has experience conducting, coordinating, and supporting aerial infrared surveys for polar bear dens in Alaska and working with Alaskan oil companies to ensure flights meet their regulatory needs. Additionally, the aircraft Fairweather Science has procured for this work is the only known aircraft currently available with the approved aerial infrared sensor to conduct polar bear den detection surveys in the United States and that has been used previously for polar bear den detection surveys.
