- REQUEST FOR INFORMATION This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. All interested parties should send company and/or descriptive literature along with responses to the following questions and any comments/questions to Ms. Ngoc-Minh Shinohara, email: ngoc-minh.t.shinohara.civ@mail.mil, or address at 6515 Integrity Court, Aberdeen Proving Ground, MD 21005.� All responses should be received NLT 17 January 2020. All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Purpose: Request for Information - The US Army Redstone Test Center (RTC), a subordinate activity of the US Army Test and Evaluation Command (ATEC), is searching for potential sources that are capable of performing vehicle maintenance services for a new contract. The intent of this RFI is to gauge industry interest, capabilities and relevant experience to support RTC�s maintenance requirements for vehicles such as trailers, generators, golf carts, Utility Terrain Vehicles (UTVs), Non-Tactical Vehicles (NTVs), forklifts, scissor lifts, man lifts, semi-trucks, and trailers (with airbrakes). The preponderance of work is under the primary North American Industrial Classification System (NAICS) code of 811111 -General Automotive Repair Industry Day: �This acquisition will not have an industry day. Estimated Dollar Value: Not to exceed $8 Million, estimated Period of Performance: Up to five years. Place of Contract Performance:� Work will be performed on site or will be hauled back to respective servicing center for completion of servicing/repairs. Some equipment will require onsite servicing/repairs. Contract Type: At this time, this requirement is anticipated to be a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Service will be provided in accordance with the requested service level. Any repairs or recommended maintenance will require approval from a designated Government representative prior to performing the maintenance. An invoice for each service/repair, to include cost of hauling equipment or performing maintenance onsite will be required.� The invoice will show the cost of labor and the cost of parts/fluids. The following maintenance services will be required for the aforementioned vehicles: General Service for trailers equipped with air brakes Check lights Check brake operations; apply air pressure to ensure brakes release and engage properly Inspect Tires Inspect suspension components; bushings, springs and pins Pull hubs and inspect brakes Replace hub seals Inspect air lines, air tanks, and brake chambers Inspect electrical connections Lubricate all lube points General Service for utility trailers Check lights; ensure brake lights, tail lights, turn signals and clearance lights operate properly If equipped with electric brakes: Ensure trailer brake operates properly Ensure break-away operates properly Pull hubs and inspect physical condition of electric brake Replace hub seals Inspect suspension components; bushings, springs and pins Lubricate all lube points Inspect Tires Inspect trailer hitch coupler for proper operation General Service for trailer mounted generator/light set Drain oil Refill crank case with oil Change oil filter (if applicable) Change fuel filter (if applicable) Change air filter as required Inspect/replace sparkplug(s) as required For light sets:� operate lights to ensure proper operation Inspect trailer lights and reflectors:� ensure tail lights, turn signals and brake lights operate properly Inspect tires Inspect trailer electrical connector Pull hubs Inspect brakes Inspect bearings Replace hub seals General Service for generators Drain oil Refill crank case with oil Replace oil filter (if applicable) Inspect/replace Sparkplug(s) as required Replace fuel filter (if applicable) Replace air filter (if applicable) General Service for UTV/Gas and Electric powered Golf Carts Inspect operation of all lights Drain oil Refill crank case with oil Change oil filter Change fuel filter Inspect/replace Sparkplug(s) as required Change air filter as needed Inspect drive belts and rubber hoses Inspect brakes to ensure proper operation Lubricate vehicle lube points. Inspect tires Inspect chassis, suspension and drive shafts Check and top off coolant levels; if equipped with radiator Check and top off all fluid levels; brake fluid and power steering fluid (if equipped) Disconnect each battery and perform load test Check fluid levels in batteries.� Add fluid as needed. Update next inspection date on equipment and/or equipment tag Tag new items (tags will be provided) with item serial number and next inspection date. The statutory OCI provision prohibits the involvement of a contractor in the operational test and evaluation of its own systems and equipment other than contractors who will support those systems in a combat deployment.� In other words, contractors working on Army system development programs may not participate in ATEC support contracts for operational testing and evaluation.� In order to address OCI issues early in the acquisition process, please respond to the following: ������������ ��� a.
