SOURCES SOUGHT FROM:� 10th Contracting Squadron, United States Air Force Academy (USAFA), CO SUBJECT:� Sources Sought 1.� The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Moku:Lab Test & Measurement Systems. The North American Industry Classification System Code (NAICS) is 334516 and the small business size standard in number of employees is 1,000. The contract type will be firm-fixed price type contract. Delivery is FOB: Destination to USAF Academy, CO 80840 2.� Interested contractors whether potential prime contractors or interested potential subcontractors are encouraged to review the salient characteristics in paragraph 5 to gain an understanding of the requirement and provide feedback and questions to the contracting specialist. 3.� This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All responsible contractors interested in providing this product and who have the potential to provide this product are invited to respond. Any information provided by industry to the Government as a result of this notice is voluntary. This notice is for planning purposes only and the Government will not pay for any information provided. If you are not interested and/or able to provide this product no response is necessary.� The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. 4. The purpose of this notice is to identify capable and qualified companies to provide Moku:Lab Test & Measurement Systems, or equivalent, with the stated specifications to the U.S. Air Force Academy. All businesses capable of providing Moku:Lab Test & Measurement Systems or equivalent are invited to respond. Interested small business vendors must reference their 8(a), HUB Zone, Women-owned, or Service Disabled Veteran status, if applicable. A firm fixed price contract is anticipated to be awarded. 5.� All interested and qualified sources should submit the following documentation to this office by e-mail to melissa.staudacher@us.af.mil no later than 1:00 PM MST, 13 January 2020: Name of Company and Address, Point of Contact, Phone Number, E-mail Address, Website (if applicable) Representation/Certification of small business socioeconomic status CAGE code and DUNS Number Moku:Lab Test & Measurement System or equivalent meeting the following minimum salient characteristics: � Well-Developed Graphical User Interface Visualization tools including measurement trends and histograms Block diagrams of filters, PID controller, modulation, and demodulation Probe points Touchscreen Combination Waveform Generator, Bode Analyzer, Filter Box, Amplifier, Oscilloscope, Spectrum Analyzer, and PID Controller Operate at a minimum of 100 MHz for wireless communication demonstrations/labs in order to employ 1m or smaller antennas Has a minimum of 2 input channels and 2 output channels Data capture � export data to a Windows PC Meet Classroom Form Factor: Single-person portable, 100 MHz Include Sine wave and Square/Pulsed output shapes Perform Modulation (at least AM, FM, and PM) � Frequency Response / Bode Analyzer Specifications: Measure frequency response of a system from 100 MHz � Filter Box Specifications: Design and operate as a Lowpass, Highpass, Bandpass, and/or Bandstop filter � Amplifier Specifications: Demodulate with frequencies ranging from 100 MHz � Oscilloscope Specifications: Two analog inputs with 100 MHz bandwidth Vertical resolution of 10 bits at 500 MS/s � Spectrum Analyzer Specifications: Display and record power spectral or power spectral densities in the frequency domain, DC to >100 MHz � PID Controller Specifications: Operate as a PID controller � 6.� All interested and qualified sources should also submit the answers to the following questions no later than 1:00 PM MST, 13 January 2020 to this office by e-mail to: melissa.staudacher@us.af.mil and susan.hashemi@us.af.mil � How long have you been in business? Have you provided this item in the past? Are you the manufacturer or an authorized distributor of the item? What is your lead-time for delivery? Have you ever performed Government contracts? What are your payment/discount terms? Do you offer an educational and/or military discount to universities? If you require different terms and conditions than those normally used by the Government, what are your commercial terms and conditions? Please feel free to provide a copy of your terms and conditions for this type of work. Where is the Moku:Lab Test & Measurement System manufactured? Where are the components manufactured? What is your estimated cost for this requirement? You will not be held to this price, it is only for market research purposes. Are design, analysis, documentation, or any other items, included? Is the product Buy American compliant IAW DFARS 252.225-7001? Is the product considered commercially available off-the-shelf IAW FAR 2.101 and FAR 12.103? If not, is the product considered commercial? Do you offer/allow trade-in discounts? 7.� THIS IS NOT A SOLICITATION FOR OFFERS OR A REQUEST FOR PROPOSAL.
