This posting is not a Request for Proposals or a Request for Quotations, and it is not considered a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. SCOPE This RFI describes the coverage requirements for the U.S. Coast Guard (USCG) to obtain Automatic Identification System (AIS) data for designated regions/ports of Alaska 24 hours a day, 7 days a week. The AIS data will be validated, stored and used by the USCG and shared with NAIS customers in addition to Federal, State and Local agencies. The current NAIS system includes 03 terrestrial AIS sites located in the ports of Valdez, Anchorage and Juneau in the D17 (Alaska) area of responsibility (AOR), but requires supplemental AIS data from a third party source in order to meet all operational requirements for D17. The requirements contained herein are the minimum required of the USCG for the NAIS coverage capability in Alaska. Responses to this RFI showing ability to meet NAIS operational requirements in the Alaska AOR will be evaluated based on degree of benefit provided to the USCG and NAIS users.� Alaska D17 Coverage Requirements Service Levels � Service Levels Coverage requirements have been developed taking into account AIS standard reporting rates, mission needs and assessments of threat and vulnerability. The service levels reflected in this document identify the required level of reliability of a position report provided by a ship, and based on the time since it was transmitted. Shipboard AIS equipment transmits position reports at a defined rate based on vessel speed and maneuvering. The level of confidence that a vessel will be at a certain location varies due to the maneuvering of the ship between position reports. The service levels identified in table 1.1 express the required rate of receiving AIS position reports from AIS equipped vessels, and are identified as levels I-V. These report rates are the minimum level of latency acceptable for the AIS data in the geographical coverage areas identified in this RFI.. The rates are measured from time of vessel transmission of an AIS message to display on CG watchstandars workstations . To meet the described requirements it is desired that received messages are forwarded to the Coast Guard within 2 seoconds of recieption.� The desired format provided is a serial message stream (as defined by the NMEA/IEC standards listed in section 3.2) ported over a TCP/IP connection. Solutions using alternative means of providing information will be considered with thier precieved ability to integrate with Coast Guard Systems to present the information to watchstanders in the times provided. Additionally, an operational availability (Ao) of greater than 96% must be maintained by the system providing AIS capability to NAIS for coverage areas identified in this RFI.
