- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) January 7, 2020 36A776-20-Q-0041 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the James A. Haley Veterans Hospital New Port Richey Community Based Outpatient Clinic located in Tampa, Florida. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the James A. Haley Veterans Hospital (JAHVH) New Port Richey (NPR) Community Based Outpatient Clinic (CBOC) located in Tampa, FL. This requirement supports VHA's mission by providing contractor support services to help bring the NPR of the JAHVH medical campus into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (24) twenty-four months. The new facility will consist of approximately 114,000 net useable square feet (NUSF) of clinical space and approximately 800 parking spaces. The new facility will enhance VA outpatient services by consolidating four VA Clinics. The Clinic shall close wait time, workload and space gaps as identified in the Strategic Capital Investment Plan (SCIP) and provide primary care exam room configuration in accordance with the Patient Aligned Care Teams (PACT) model to meet projected demand for services. Clinical services include but are not limited to: Primary Care; Mental Health; Medical and Surgical Specialties and associated ancillary services. Space includes: Mental Health; PACT; Eye; Dental; Home Based Primary Care; Magnetic Resonance Imaging (MRI); Computed Tomography (CT); Ultrasound; X-ray; Audiology; Pharmacy; Prosthetics; Physical Therapy; Pulmonary; Lab; Eligibility and Enrollment; Release of Information; Library; Police; and Canteen. The work required under this requirement is expected to consist of the following services in support of this new facility activation: Comprehensive Project Management Services; Comprehensive Furniture Fixtures and Equipment (FF&E) Planning Support; Acquisition Services; Concept of Operations (CONOPS) and Transition Planning; Warehouse and Warehousing Management Services. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring new medical facilities into full planned operations. Phase One Pre-Planning was completed under a separate contract. The primary goal of this Initial Outfitting, Transition, and Activation (IOT&A) contract is to ensure that the NPR CBOC is fully outfitted and prepared to provide full operations on Day One (the first day clinical services are scheduled to be available to Veterans). The Day One date is currently estimated to be 23 December 2021. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about 01 February 2020. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 24 February 2020. Solicitation initial posting date and the closing date are subject to change as necessary.
