Description

The Department of Defense (DoD) is executing a multi-year transition of Medical Treatment Facilities (MTFs) from the Military Departments (MILDEPs) to the Defense Health Agency (DHA) for the purpose of implementing an integrated system of readiness and health as required by Section 702 of the National Defense Authorization Act [MDDake1]�(NDAA) for Fiscal Year 2017 and updated in NDAA 2019.� At the end of the transition, all DoD MTFs will be subject to the authority, direction, and control of the DHA through DHA�s Market-based management model.� This model provides for localized oversight of groups of DoD MTFs by DHA across MILDEP lines.� DHA is establishing Market Offices to exercise this authority as the Secretaries of the MILDEPs are divesting themselves of their oversight authorities.� To achieve this transition, DoD will require a comprehensive review of the use of the Defense Medical Human Resources System � internet (DMHRSi) across the Military Health System (MHS), including both the DHA and the MILDEPs, and deliberate planning for future capabilities and structures. �
