Description

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award a sole source basis purchase order with Paroscientific, Inc barometers for use on the Tropical Array Ocean Program (TAO) flux buoys at the National Data Buoy Center (NDBC) located in Stennis Space Center, MS. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Paroscientific, Inc. for two (2) high precision barometers due to their compatibility with existing data buoys that are currently being used to help predict the El Nino and La Nina weather patterns. �Alternate barometers would result in extensive laboratory and field testing of full systems (buoy hull/mast, and full payload and sensor suite) since the Tropical Atmosphere Ocean program (TAO) array payloads are not configured for multiple high precision barometer models. These barometers are the only barometers that can meet the technical standards required by the NDBC. No other brand name can satisfy the requirements and there are no known alternate distributors of this supply. Technical Specifications: -Quantity: 2 -Model: MET1-2 intelligent � Interested firms shall submit in writing, their name, address, point of contact, telephone number, business size and a brief statement regarding their capability to furnish these supplies by 2:00 P.M. CST January 10, 2020. The intended procurement will be awarded through FAR Part 13 Simplified Acquisition Procedures. Although the Government intends to solicit and negotiate with the only known source, Paroscientific, Inc., all responses received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right either to solicit offers based on the receipt of affirmative responses to this notice or to issue a contract to Paroscientific, Inc., whichever is determined to be more advantageous to the Government, without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
