- Description
- The United State Agency for International Development in Indonesia (USAID/Indonesia) intends to award a contract modification to Palladium International for an unfunded, 24-month extension of the period of performance to an existing contract AID-497-C-15-00003 for continued the implementation of the USAID Health Technical Assistance (Bantu).� The original completion date of the contract is October 6,2020. Launching a competition at this stage of the activity would result in a duplication of costs and efforts, and unacceptable delays in fulfilling the agency�s requirements. The purpose of the Health Technical Assistance Project (Bantu) is to identify, recruit, hire, administer and support qualified individuals or organizations to provide short or long-term technical assistance as needed and requested by USAID Indonesia�s Office of Health, in particular, to support USAID�s GHI and CDCS strategies and priorities specifically related to health results. The unfunded time extension would enable USAID/Indonesia to continue support the procurement of individual experts services (Indonesia, U.S. or third-country national) as well as of local organizations to provide specialized expertise that may be lacking in the health systems but which are critical to the success of Indonesian public health programs and achievement of the Mission�s development objectives related to health as part of the Journey to Self-Reliance efforts.� The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which states: ��full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation.�� It further states in AIDAR 706.302-70(b)(5) that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.� This notice of intent is not a Request For Proposals.� No solicitation package will be issued.
