Description
PERFORMANCE BASED WORK STATEMENT DIESEL GENERATORS Inspections, Preventive Maintenance, Testing Central Alabama Veterans Healthcare System (East and West Campuses) SCOPE OF WORK: The contractor shall provide all labor, equipment, tools, materials, supervision, test equipment, travel and transportation necessary to perform annual preventive maintenance and inspections of the diesel generators along with checking the switchgears for each of the 15 listed generators in accordance with current NFPA 99 and NFPA 100 testing and maintenance activities. Inspections shall include, but not limited to, assessing the prime mover s exhaust gas temperature against the minimum temperature recommended by the manufacturer (this information must be on the report). Annually, the contractor shall provide a minimum of four (4) continuous hours load bank with at least 30% of the nameplate rating to perform test. During the test, the dummy or load bank must be arranged so that it could be disconnected if power was lost to each facility and the generator was needed for Medical Center s use. This annual inspection (of the generators, etc.) must be accomplished during the month of August. PERIOD OF PERFORMANCE: This contract is for a base year with (2) one-year option. The days and hours of operation is Monday thru Friday 8:00 a.m. to 4:30 p.m. excluding Federal holidays. III. EQUIPMENT DESCRIPTION: Diesel Generators with manufacturer, model, location and size located at CAVHCS (East Campus), 2400 Hospital Road Tuskegee, AL and CAVHCS (West Campus), 215 Perry Hill Rd, Montgomery, AL. PERFORMANCE REQUIREMENTS: Diesel powered emergency generators shall be exercised for FOUR (4) continuous hours annually with supplemental loads of: 30 percent of nameplate rating for sixty (60) minutes, followed by; 50 percent of nameplate rating for sixty (60) minutes, followed by; 75 percent of nameplate rating for 120 minutes for a total of four continuous hours. The contractor s inspection shall include the following: Check exciter brushes Check for ground fault current Check all safety alarms Check all shutdown systems Check operation of emersion heater Observe operation of governor during start-up, accepting load and shutdown Check operation of remote safety alarms in Boiler Plant. The contractor s mechanical personnel shall: Check over-speed shutdown Check cylinder head mechanism and make any necessary adjustments Drain, flush and refill the generator cooling systems every two years, beginning December 2019. Air filters need to be changed out every 3 years Oil and fuel filters need to be changed out once a year Check operation of fuel transfer pumps and day tank systems Take engine oil sample and have analysis performed. Provide copy of the report to the facility. The contractor shall make all adjustments and repairs where parts are not required. The contractor shall provide a list of parts required by part number, manufacturer and a source where parts can be purchased. The contractor shall provide a written report to the Maintenance Supervisor (COR) within 30 days after completion of the inspection. The report will contain information as to the condition, operation, recommendations for corrective action; and analysis report of engine oil sample. Written reporting shall contain but not limited to the following headings: Lubricating System Cooling Systems and Hoses Air Cooled Engines Fuel System Air Intake System Exhaust System Ignition System (Gas/Gasoline) also provide fuel analysis on each generator. Engine Electrical System Engine Generator System Generator Operation Transfer Switch Operation Generator Inspection Generator Room/Enclosure Assessment of Evidence of Wet Stacking The contractor shall provide the Contracting Officer s Representative (COR) notification five (5) working days prior to coming onto the site for inspection. V. CONTRACTOR QUALIFICATIONS Contractor shall have a minimum five (5) years of experience servicing generators for various types of facilities. Contractor shall have a minimum five (5) years of experience servicing the type of generators indicated in section III Equipment Description above. Contractor shall have Liability Insurance. VI. SECURITY REQUIREMENTS: Contractor must report to Building 14, Utilities and Maintenance Supervisor to get access badge starting at 8:00 a.m. and may be accompanied by a VA employee while on station at the COR s discretion. Contractor must report to Building 13, Utilities Supervisor. Vendors/contractors shall wear VA issued ID badge at all times while on station. Taking photographs and video is strictly prohibited while on station and on all Federal VA premises. SITE VISIT: Bidders shall visit the site to confirm location, dimension, and condition of the required for the fulfillment of this contract. The site visit shall be for the purpose of observing first hand any conditions relevant to the fulfillment of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. One (1) site visit will be held on December 16, 2019 at 10:00 am CST. The site visit address is: CAVHCS 2400 Hospital Road Building 68, Room 217 Tuskegee, AL 36083 There are two locations (Tuskegee and Montgomery) for the site visit, the government will not provide transportation. The meeting will start at the above address mention in Tuskegee AL. Questions and Answers: All questions and answers must be in writing. RFI time period ends 12/23/2019 at 9:30 pm cst. Incidental Parts and Repairs The contractor shall provide all labor, equipment, tools material, supervision, test equipment, travel and transportation necessary to perform repairs of the Diesel Generators located in Montgomery and Tuskegee Al, all modifications must be approved by the Contracting Officer prior executing repairs. The contractor shall submit one quote for the repairs to the COR and Contracting Officer.
