- Army Contracting Command APG, Tobyhanna Division, intends to award a sole source service for the inspection and potential overhaul/repair of 48 slotted waveguide tubes and 96 waveguide flanges of a AN/TPS-75 Antenna Array Assemblies for Tobyhanna Army Depot, (TYAD).� This is a Notice of Intent to issue a negotiated sole source Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information purposes only; a solicitation will not be issued.� THIS IS NOT A REQUEST FOR QUOTATION.� No contract will be awarded on the basis of offers received in response to this notice. THE GOVERNMENT INTENDS TO NEGOTIATE A SOLE SOURCE CONTRACT WITH:� COBHAM EXETER INC. (11 Continental Dr. Exter, NH 03833) The vendor will first inspect the 48 slotted waveguide tubes and 96 waveguide flanges using the acceptance standards outlined in the statement of work as a guideline to determine what repairs are needed. It is required that any and all repairs be done without taking the antenna array assembly apart. Once a repair plan has been formulated by the vendor they shall discuss it with the engineer(s) associated with the contract to determine if the array assembly overhaul cost is fair and reasonable and acceptable to the Government. Repair(s) will not commence without written approval from and signed by the contracting officer. Market research to date has determined that Cobham is the Original Equipment Manufacturer (OEM) for portions of the antenna as Continental Microwave. �The specific work instruction documents that are required to carry out this effort while keeping the assemblies intact are not owned, nor available, to the Government as Cobham is the sole proprietor of such data. This is a notice of proposed contract action and not a request for competitive proposals, however, all responsible sources may submit a capability statement, which shall be considered by the agency.� All inquiries should be sent by email to megan.jones5.civ@mail.mil.� Responses must be submitted by the date/time listed on the notice.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� The Government anticipates an award date on or before 03 FEB 2019.
