U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): City:Huntsville����������������������� State:AL������������������������������� Delineated Area: Travel West on Governors Drive SW from the intersection of SE California Street. Travel North/Northwest on 231 to Clinton Avenue West.� Travel Northeast on Clinton Ave West to the intersection of Lincoln Street SE. Travel Southwest on Lincoln Street SE to the intersection of Echolls Avenue SE.� Turn Northeast on Echolls Avenue SE bearing immediately East onto McClung Avenue SE, and immediately Southeast onto Adams Avenue SE. Continue Southeast on Adams Avenue SE to the intersection of SE California Street.� Travel South on SE California Street to the intersection of Governors Drive SW. Minimum ABOA Sq. Ft.:8237� Maximum ABOA Sq. Agency Unique Requirements: 11.1.1. Whenever possible, the USAO should be located in the United States Courthouse or Federal Building, or within a four block radius of the United States Courthouse, and/or within the Central Business District (CBD).� 11.1.2. Within the building, whenever possible the USAO office should be located on the third floor or above of a multi-story building of more than three floors. When the USAO is in a building of three floors or less, it should be located on a floor where the bottom of the window sill is at least 18 feet above the exterior finished grade. The USAO should also be in contiguous space on one or more floors. 11.1.3. USAO cannot be collocated on the same floor with pretrial services, probation or public defenders in Federal buildings.��In leased space they cannot be co-located within the same building or complex.��By nature of their business, they may pose an increased risk to USAO operations. 11.1.4. Additionally, the USAO mission prohibits them from being in the same building with: ���������������������������������������������Mental Health Facilities (Psychiatrist or Psychologist) ���������������������������������������������Drug Treatment Facilities (Drug Counseling or Drug Treatment Clinics) ���������������������������������������������Blood or Plasma Donation Centers ���������������������������������������������Bail Bonds ���������������������������������������������Criminal Rehabilitation or Reintegration Services such as Halfway Homes ���������������������������������������������Law Firms Specializing in Criminal Defense or Immigration cases ���������������������������������������������Social Service Organizations, to include organizations that provide assistance to crime victims and immigrants ���������������������������������������������Temporary Labor Services, such as a Day Labor Providers 1.1.5. The USAO shall not be collocated in a building that has residential units. 11.1.6. Any location must be more than a thousand feet from drug free zones, such as schools, colleges, universities, playgrounds or housing facilities owned by a public housing authority. 11.1.7. Once registered, interested parties may enter offers during any �Open Period�. The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. (ET)�unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 11:59 PM (ET) on the next business day.�Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement.��Offers cannot be submitted during the Closed Period (1st/20th through the end of each month) and will not be considered for projects executed during that time period. This FBO advertisement is hereby incorporated into the RLP 20-REG04 by way of reference as an RLP attachment. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website.��During an Open Period, offerors will be permitted to submit new offers or modify existing offers.��Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with the requirements in this FBO advertisement and RLP 20-REG04 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.��The Lease and all documents that constitute the Lease package can be found at�https://lop.gsa.gov/aaap. * If you have previously submitted an offer in FY 2019, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2020 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY20 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the �Space and Rates� tab in the AAAP. Your previous offered space will not be copied.
