- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this project as a Request for Quotes. Solicitation number 1205M620Q0002 and incorporated provisions, clauses and attachments are those in effect through Federal Acquisition Circular 2020-02 dated 12/23/2019. This is 100 percent set-aside for small businesses under NAICS code 561720 and the small business size standard is $19.5 million. The Government anticipates the award of one (1) Firm-Fixed Price contract for the Base Year as a result of this solicitation. The evaluation factors for award and instructions to quoters/offerors are included in the attached solicitation. LOCATION OF WORK Work is to be performed at the Snoqualmie District, North Bend Office is located 902 S.E. North Bend Way, Bldg. #1, North Bend, Washington 98045. The work area consists of the Snoqualmie Ranger District Main Office (Bldg. No. 2031, approximately 3156 square feet); the Public Services Office (Bldg. No. 2133, approximately 1200 square feet); the Conference Center (Bldg. No. 2230, approximately 2500 square feet); the Fire/GIS Office (Bldg. No. 2032, approximately 1104 square feet), Radio Shop (Bldg. No. 2231, approximately 689 square feet each) and conference room with a kitchen area (Bldg. 2034, approximately 962 square feet).� The square footage refers to net assignable and related use space, including all restrooms and inside storage areas. PERIOD OF PERFORMANCE Estimated start work date of the contract is February 1, 2020 and continue through December 31, 2020 for the initial base year period. There are four (4) additional option years which, if exercised by the Government, extend the period of performance through December 31, 2024. Work under this contract shall be accomplished outside of regular office working hours.� Regular office working hours are from 6:00 AM to 6:00 PM Monday through Friday; and weekends May through October from 6:00 AM to 6:00 PM Saturday and Sunday.� Not all areas will be in use during the weekend period. The Contractor will not be required to perform work on National Holiday, or the day the Holiday is observed.� In the event that a schedule coincides with a National Holiday, the services normally scheduled for that day shall be performed either the day before or the day after the holiday.� A list of all National Holidays will be provided to the Contractor at the pre-work meeting. REQUIRED SOURCES OF SUPPLY This procurement will require the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. SERVICE CONTRACT ACT Work performed under this contract is subject to the Service Contract ACT (SCA) and Wage Determinations (WD) issued by the Department of Labor (DOL). Revised WD's are incorporated into the contract each option year at the time the option year is exercised and effective the first day of the new contract year. The clauses at FAR 52.222-43 ""Fair Labor Standards Act and Service Contract Act - Price Adjustment (Multiple Year and Option Contracts)"" and FAR 52.222-44, ""Fair Labor Standards Act and Service Contract Act - Price adjustment,"" authorize adjustment of fixed price SCA-covered contracts when FLSA wage increases apply or SCA WDs requiring increased minimum wages and/or fringe benefits are incorporated into a contract. The adjustment is subject to certain specific limitations expressed in the appropriate clause.
