- The Department of Veterans Affairs, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for Routine and annual preventative maintenance on Stryker stretchers/beds at the East Orange and Lyons campus of the VA New Jersey Health Care System. SERVICES REQUIRED Contractor is to provide Routine and annual preventative maintenance on all Stryker stretchers/beds at both the East Orange and Lyons campus of the VA New Jersey Health Care System, during the approximate term of 1 February 2020 through 31 January 2020. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. 2. Capability statement must provide detailed and specific information that would demonstrate a capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 3:00 PM EST January 14, 2020. Responses to the information requested above may be submitted via email to Evelyn.Peguero@va.gov. This Special Notice of Intent to sole source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. Scope of Work Stryker stretcher/bed service and preventative maintenance GENERAL The VANJHCS is requesting services that will provide labor and materials to perform routine maintenance and annual preventative maintenance on Stryker stretchers/beds at the East Orange and Lyons campus of the VA New Jersey Health Care System. Currently the VANJHCS has over 240 Stryker Stretcher/Beds in use. Because of the complexity of today s motorized Stretchers/beds any downtime can have a direct effect on patient care. The Agreement will comply with all applicable codes including referencing the JCAHO Equipment Checklist required for this equipment. PROJECT DESCRIPTION/OBJECTIVES Provide a complete inventory of ALL Stryker Stretchers/Beds both in and out of Warranty at each campus. This will continue to be updated by Stryker as new stretchers/beds come onboard as well as older inventory removed as life cycle closes out. The COR will receive a current copy directly from Stryker after each update. Establish and perform an annual preventative program for the Stryker stretchers/beds used in the East Orange & Lyons VAMC. Establish and perform a program for routine maintenance on the Stryker stretchers/beds used at the East Orange & Lyons VAMC. Includes Parts, Labor, Travel, 1 annual PM inspection, unscheduled service and JCAHO equipment checklist. Replacement parts do not include mattresses, batteries, and other disposables or expendandable parts beyond warranty period. Work shall be performed by a service technician qualified to inspect and repair all models of Stryker stretchers/beds using only OEM parts. All work will be noted/recorded electronically by Stryker and forwarded to the COR so as a complete log can be maintained on each stretcher/bed. All work will be checked for functionality upon completion, prior to being returned to service. SCOPE OF WORK Provide all mobilization and demobilizations services such as setting up a work facility including, but not limited to: a shop, storage area, office, sanitary facilities, services, etc. as required by local and/or state laws and regulations. The mobilization work associated with the facilities mentioned shall be done in a safe and workmanlike manner and shall conform to all pertinent state and local laws and regulations. Contractor agrees to perform the above services at both campuses. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the service provider s responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the safety plan to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The VA will coordinate with contractor to transport equipment in need of repair or service to a designated repair area on both campuses. No repairs will be made in hospital rooms unless approved prior by the area supervisor. Complete the following inspections once a year. Some items are not included on all model stretchers/beds. Stryker Contractor shall provide a sticker which will include the date of inspection, next inspection and the service/area the equipment is utilized in. Any defective equipment discovered by Stryker must immediately be reported to the COR (within 24 hours). A) Check all side rails for full range of movement and proper latching. B) Ensure all fasteners are secure. C) Ensure that all casters swivel and or lock. Check condition of rubber. D) Check steering function for proper operation. E) Check fowler for proper operation and evidence of hydraulic leakage. F) Check gatch assembly for proper operation and evidence of hydraulic leakage. G) Operate trendelenburg and reverse trendelenburg to ensure proper operation. H) Check for ground chain. I) Check all hydraulic connections. J) Make sure hydraulic jacks hold and oil is sufficient. K) Inspect IV pole and O2 holder. L) Inspect mattress for crack or wear. M) Drive motorized units and check for proper operation. N) Confirm battery power operation. O) Check power cord, cables, and all electrical connections for sign of wear. P) Perform electrical leakage test and document as per JACHO requirement. Q) Inspect all covers, bumpers, and hardware for damage. R) Weight test scale and recalibrate if necessary. S) Documentation of all findings and recommendations. 4. Service program will consist of the following. A) 2 hour call response. B) All parts excluding mattresses. C) All labor and travel. D) Factory authorized service technician. E) Stryker factory parts. D) Documentation of all repairs and parts replaced. ESTIMATED PERIOD OF PERFORMANCE: 02/01/2020-01/31/2021 plus 4 option years E. SCHEDULE 1. All work activities during day hours are not to interfere with staff. 2. Hours - Monday- Friday, 7:00am 3:30pm. Second shift and weekend work may be required. 3. All work to be coordinated or scheduled through the COR F. SAFETY/SECURITY Coordinate carefully with COR to avoid disruptions to hospital operation. 2. No tools or equipment shall be left unattended. 3. All work areas must be clean at the close of the day and shall be left in the same condition, as before work started. 4. VANJHCS is a Smoke Free campus. 5. C&A requirements do not apply, and a Security Accreditation Package is not required. Place of Performance: VANJHCS consist of the following two campuses; VA East Orange 385 Tremont Ave, East Orange, New Jersey (Essex County) VA Lyons 151 Knollcroft Rd, Lyons, New Jersey (Somerset County)
