Description
MCC and its country partners have identified several, key issues related to staffing and managing human resources (HR) at MCAs. These include: maximizing technical capacity, setting and managing compensation, securing staff with appropriate experience, managing performance, practicing sound ethics, preventing sexual and other types of harassment (e.g., race, color, religion, national origin, age, disability, etc.) managing disputes, mitigating conflicts and staff grievances, dealing with staff dismissal and retention, and ensuring development of sound HR policies and practices relevant to labor market conditions in MCC partner countries. MCC's Department of Compact Operations (DCO) oversees and works directly with the MCAs on a variety of development, implementation, and closeout issues, including MCA administration, and HR management. MCC currently has a global standard, developed with the support of a Contractor, by which individual MCAs use to develop country specific human resources policies. By continuing to support MCAs in these areas, MCC aims to strengthen HR management at MCAs, and to make DCO's support and oversight of HR management at MCAs more systematic and consistent, reducing overall risk. MCC requires a Contractor to provide professional services with experience in developing, implementing, advising, and monitoring Human Resources (HR) management issues and programs in international, multi-cultural contexts with a specific focus on international development and/or project finance. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work.
