- ** RFI Q&A01 posted December 30, 2019 - refer to attachment for questions and answers provided.� Additionally, note the response due time has been extended to January 9, 2020 at 1:00 P.m. (CST).** The Naval Surface Warfare Center Carderock Division - Combatant Craft Department (NSWCCD) is requesting Industry's feedback and recommendations on the attached DRAFT Performance Work Statement (PWS).� The NSWCCD conducts waterfront operations in support of engineering, test and evaluation on demonstration and in-service (fielded) watercraft from a facility at Naval Station Norfolk. Many craft require low acoustic, radar, and visual signatures.� As such, NSWCCD requires a 3 Megabits per second (Mbps) downlink and 1 Mbps uplink and Voice-over Internet Protocol (VOIP) services via access to commercial internet (no NIPR/ SIPR) to support off-shore operations. NSWCCD requires offshore and beyond line of site (BLOS) service to their watercraft for support of engineering, test, evaluation, and demonstrations. This will be a competitive acquisition. The period of performance is anticipated to initiate in summer 2020 with a total period of performance of five years. The DRAFT PWS is being issued to broaden the Government's understanding of industry capabilities to further improve and enhance the government's ability to acquire satellite services based on changing technology and dynamics in the industry. Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 15 pages, single spaced, 12-point type, with at least one-inch margins on 8 1/2� X 11� page size.� The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response.� Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI.� Oral communications are not permissible.� The beta.SAM.gov (FedBizOpps) will be the sole repository for all information related to this RFI. Questions regarding this announcement shall be submitted in writing by e-mail to Tina Aviles at tina.m.aviles.civ@mail.mil and/or Jarid Schulte at jarid.l.schulte.civ@mail.mil.� Verbal questions will NOT be accepted.� Answers to questions will be posted to beta.SAM.gov.� The Government does not guarantee that questions received after December 16, 2019 will be answered.� Recommendations and feedback in response to the DRAFT PWS are due January 2, 2020 at 2:00 p.m. (CST). Request all comments be sent to tina.m.aviles.civ@mail.mil and/or jarid.l.schulte.civ@mail.mil.� The Government will not reimburse companies for any costs associated with the submissions of their responses. **This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary.**
