- The contractor shall perform research and development activities towards the advancement of the Defense Advance Projects Agency's(DARPA)Prototype Resilient Operations Testbed for Expeditionary Urban Scenarios (PROTEUS) program objectives including the enhancement of the technical library developed under the Phase 1 effort. This parametric data repository containing models, behaviors, tactics, techniques and procedures will be utilized in multiple United States Marine Corps demonstrationevents. The Cost Plus Fixed Fee (CPFF) type of contract is awarded on an other than full and competition basis and the Justification & Approval document has been posted in beta.sam.gov. The contract is awarded on a cost reimbursable basis because theeffort meets the criteria for a cost reimbursement type of contract as set forth in FAR 16.306(b)(i). The effort involves enough research uncertainties, the presence of which preclude the estimation of costs with sufficient accuracy to use any type of firm fixed-price contract.
