- **Official Solicitation** The request for proposal (RFP) for this requirement is attached.� This is a full and open competition.� Please see the attached RFP for all details.� Questions are due by January 10, 2020 at 5pm EST.� Instructions for question submission are also provided in the RFP. This is a Pre-solicitation Notice, pursuant to FAR 36.213-2, for the Department of Transportation/Maritime Administration. The Maritime Administration (MARAD) plans to issue a solicitation for a qualified and experienced marine insurance broker with a fleet of passenger or training vessels to obtain, produce, and deliver a fleet Protection & Indemnity (P&I) coverage for all the risks covered by a standard marine P&I policy with policy limits coverage in excess of $1 billion for passengers and crew for the six (6)�training ships owned by the U.S. Government that are berth at the six (6) State Maritime Academies (SMAs). A Request for Proposals (RFP) will be issued on this Beta.SAM.gov website on or about 15 days after this synopsis notice is posted. This requirement will be a Full and Open solicitation. The North American Industry Classification System (NAICS) code for this project is 524210; The Business Size Standard is $7,500,000.00 in average annual receipts for the last three years. The government intends to award a Firm Fixed Price Contract. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation on http://www.beta.SAM.gov. Period of Performance: The contract is anticipated to be for one 12-month base year with four 12-month option years. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and MARAD will provide no hard copies. The solicitation will only be available for download at no charge at the Beta.SAM.gov website on or about November 29, 2019.��Further details will be available in the solicitation. No other site shall be used to obtain these documents. All interested offerors should register at www.beta.SAM.gov so that others will know of your interest in participating in this procurement. An Offeror's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offeror's responsibility to register at the Beta.SAM.gov website. Offerors are advised that they are responsible for obtaining ALL RFP documents and acknowledging any amendments, and should re-visit the Beta.SAM.gov website periodically to check for any modifications to this notice, updates, or amendments without further notice from the USDOT/MARAD.
