Description
Amendment 0002 is issued to reopen the solicitation�at https://www.dibbs.bsm.dla.mil/rfp/.� The closing date is Monday Jan 13, 2020 at 11:59PM EST. This acquisition includes Department of Defense (DoD) managed items that are used on any variant of the High Mobility Multi-Purpose Wheel Vehicle (HMMWV) Family of Vehicles.� This acquisition will result in the award of long-term, firm-fixed price, indefinitemquantity contracts, consisting of a three-year base period and two on-year option periods with annual price adjustment provisions. This solicitation includes 246 items identified by National Stock Numbers (NSN). These items will be procured on an all or none basis per NSN. Split awards may occur if a company proposes on one, all or some NSNs. Of the 246 NSNs included on this solicitation, 145 NSNs provide for full and open competition by reference to Government drawings, specifications or other descriptions. The remaining 101 NSNs are identified by approved sources' part numbered items. The solicitation is being issued 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. It is the responsibility of vendors submitting proposals to comply with the terms and conditions of the solicitation relative to supplying the product of a small business concerns. NSN Contract Maximum is $10,000 to $250,000- Offerors may provide the product of any manufacturer (i.e. small, large, or foreign). NSN Contract Maximum is over $250,000- Offerors must provide the product of small U.S. manufacturer. Enhanced JCP/Export Control Items STO CS001- items that have technical data some or all of which is subject to export-control of either the International Traffic in Arms Regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without the authorization of either the Department of State or the Department of Commerce prior to export. Export includes disclosure of technical data to foreign nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees or U.S. companies and their foreign subsidiaries. DLA has enhanced its Joint Certification Program (JCP) registration and validation procedures. Selected NSNs (REFER TO PIDS FOR STO CS001) will require additional permissions to access the associated technical data. In the event a vendor cannot access the technical data for a NSN in DLA cFolders, the vendor must submit a onetime request to jcpvalidation@dla.mil for technical data access consideration. If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil. DLA processes the vendor's technical data request on a first come, first served basis. Failure to comply timely with required information may result in lack of consideration for DLA solicitations. It is vitally important that vendors provide correct company official name(s) and contact information in all correspondence. DLA will work diligently on validating vendor requests. Vendors will be notified within 3 business days of when their requests were approved. However, DLA cannot guarantee that it can complete all validation requests by the due date for any solicitation responses. Vendors should query by the Solicitation Number (all caps, no dashes) with an asterisk at the end. Example: SPE7MX19R0121* Thereafter, it will show each separate folder. Due to the volume of Data required for each Solicitation, it had to be parsed out into separate folders. If a vendor is only interested in one or more TDP, they will need to find the NSN within one or more of the separate folders in order to download.
