Description
NOTICE OF SOLE SOURCE INTENT THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Columbia-Pacific Northwest, Interior Region 9 intends to award a purchase order for law enforcement patrol services to the Power County Sheriff's Office. The required service area is the American Falls Reservoir and surrounding areas in Power County, Idaho. Reclamation does not have law enforcement authority, but has authority to establish contracts with local law enforcement agencies to enforce state and local regulations, as appropriate. Reclamation has found the Power County Sheriff's Office to be the only reasonably available source with full arrest authority in the required service area to successfully complete the required services. The resulting purchase order will be for a 12-month base period and include four (4) additional 12-month option periods; to be exercised at Reclamation's discretion. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the Agency's requirements, a Determination to Solicit from a Single Source is being prepared. The Government anticipates award before March 2020; services to begin no later than April 1, 2020. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. Vendors must show law enforcement authority, full arrest authority, and jurisdiction over the required service area. Responses to this notice can be emailed to gboyle@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or an other than small business under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $22 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submitting their quote. SAM is a Federal Government owned and operated FREE website at www.beta.sam.gov. All invoices for this procurement must be submitted through the Department of Treasury's Invoice Processing Platform System located at www.lPP.gov.
