THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01, as of 11/12/2019.The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 Information Technology Value Added Resellers with a small business size standard of 150 employees.THIS ACQUISITION IS BEING COMPETED AS A 100% SET-ASIDE FOR SMALL BUSINESSES. The Intelligent Systems Division (ISD) of the National Institute of Standards and Technology (NIST), Exoskeleton Team researches measurement methodologies for understanding the effects of exoskeleton on end user biomechanics in manufacturing, the project has a need to acquire 2 additional Azure Kinect Development Kits (for upper and lower body or right and left views of the saggital plane) in order to be able to provide a multi-perspective, synchronous measurements of skeletal joints of the end user performing industrial manufacturing tasks.The purpose of the depth perception camera acquisition is to explore and integrate the viability of a synchronized multi-perspective camera capture system for obtaining markerless 3D point estimation of subject skeletal joints with uncertainty within +/- 1 mm and 0.1 degrees (dynamic) to assess differences in human biomechanics between use of different exoskeletons and without use of exoskeleton.The purpose of this requirement is to procure (2) Microsoft Azure Kinect Development Kits, brand name only products detailed in the CLIN Structure that follows in this solicitation.Brand Name Only Justification:Based on market research, the Microsoft Azure Kinect Development Kit is the only integrated depth perception and camera system solution allowing for synchronous data acquisition of multiple sensors as well as software and algorithms for skeletal joint detection. No other systems have been found that will meet the requirement needs and also provide the same function and capabilities.Schedule of Required ItemsThe contractor shall provide the item described in the following Contract Line Item Number (CLIN). Each CLIN lists the minimum specifications that must be met:CLIN 0001: Quantity two (2) each - The Contractor shall provide the following Brand Name Only, Microsoft Azure Kinect Development Kits:Integrated depth perception RGB camera supporting the following specifications: 12 MP CMOS Red Green Blue (RGB) Camera 1 MP (time-of-flight) integrated depth perception camera Sync port with 3.5 mm audio jack Programmability: Must be able to be programmed using Windows Visual C++ / C++ and Python for custom test measurement algorithm development. Software support: Must work with Azure Kinect SDK and OpenPose for body skeletal tracking. Operating system support: Dual Core Windows 10 and Ubuntu Linux. Host PC requirements - can be supported with (1) Intel Dual Core, 2.4 GHz (2) NVIDIA 2080 GPU (4 GB). Must come with standard manufacturer warranty.DELIVERY REQUIREMENTS:All products shall be received within 6 Weeks, ARO. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
