Description

The Congressional Budget Office (CBO) has a requirement for a contractor to provide a managed hosting solution for the agency's public-facing website. This website runs in Drupal and will require hosting on a Linux, Apache, MySQL, PHP (LAMP) application server. The contract term will be a base year with four option years. The period of performance starts no earlier than April 1, 2020. The due date for proposals is February 7, 2020.Submission of Questions: Any prospective offeror who requires an explanation or interpretation of the Solicitation requirements should submit their question(s) in writing via email to Acquisitions@cbo.gov no later than 12:00PM (EST) on January 10, 2020. We expect to provide responses to all questions by 12:00PM (EST) on January 24, 2020. Any information given to a prospective offeror concerning this Solicitation will be furnished promptly to all other prospective offerors on Contract Opportunities via an amendment to the Solicitation. Questions that are vague, illegible, or irrelevant to the Solicitation, or submitted after the cut-off date/time established may not receive a response.A Pre-Solicitation Notice for this RFQ with a reference ID of CB20-RFQ0001 was posted to FBO.gov on October 3, 2019. Since the transition from FBO.gov to Contract Opportunities (beta.sam.gov) on November 12th, CBO has been unable to post any solicitation notices and GSA has been unable to resolve the technical issues. Thus, in the interest of not delaying the project further, the RFQ is being issued here under this Special Notice. We will amend this Special Notice to direct offerors to the solicitation when the issue is fixed. In the event the issue is not fixed, CBO will amend this Special Notice to post any documents related to this solicitation such as amendments.
