- SOURCES SOUGHT/REQUEST FOR SOURCES � SMALL BUSINESS CONCERNSThis is a Sources Sought synopsis only and not a pre-solicitation notice. Pursuant to FAR Part 10, Market Research, this survey is to determine the availability and capability of potential commercial sources to provide the products and services to meet the requirements as specified in the DRAFT of the Program Description below.FOR: Solid Waste Collection Services for Ozark National Scenic Riverways, 3 Areas in Missouri. PARK DESCRIPTION: Ozark National Scenic Riverways was created by an Act of Congress on August 27, 1964, to protect 134 miles of the Current and Jacks Fork Rivers in the Ozark Highlands of southeastern Missouri. Ozark NSR was the nation's first ""scenic riverways"" - a forerunner to the Wild and Scenic River Act by four years. The clean, clear waters of the two beautiful rivers provide excellent opportunities for johnboating, canoeing, swimming, fishing, tubing, hiking and bird watching.There is no set-aside determination at this time however, the National Park Service is contemplating setting this acquisition aside for Small Businesses if there is sufficient demonstrated interest and capability. This Sources Sought Notice is neither a request for quotes nor a solicitation of offers� nor does it represent a promise to issue an RFQ or RFP in the future. Information received will be considered solely for the purposes of acquisition planning and determining whether conducting a competitive procurement as a small business set-aside would be viable for the government. Responses to this Sources Sought are not quotes or offers and cannot be accepted by the government to form a binding contract. Please be advised the government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated will be solely at the Respondent�s expense. All submissions become government property and will not be returned. Not responding to this Sources Sought does not preclude participation in any future RFQ or RFP, should one be issued. Response must provide clear and concise documentation which evidences the respondent�s bona fide capability to provide these products/services. The respondent must provide:1. A capability statement that addresses the respondent�s/organization�s qualifications and ability to support and perform as a prime contractor, during the performance dates and with the products/services described in the Program Description below.2. Include a brief resume of past performance which supports your performance; include contracts� names, phone numbers, email addresses, and description of products and services provided. 3. Responses should contain the Respondent�s Company Name, Address, Point of Contact, DUNS Number, Cage Code, Phone Number, Email Address, a statement as to whether your company is domestic or foreign owned, and size of business pursuant to NAICS 562111 (Small Business Size Standard of $38.5 million). 4. All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent�s response. It is the responsibility of the interested parties to monitor the FedBizOpps and FedConnect websites for additional information which may be posted pertaining to this Sources Sought. Since this is a Sources Sought Announcement only, its results will not be issued to the respondents. PROGRAM DESCRIPTIONFor: Solid Waste Collection Services for Ozark National Scenic Riverways, three Areas in Missouri.1. Upper Current Districta. The areas identified for solid waste removal are Cedargrove, Akers, Pulltite, and Round Spring. Cedargrove is located on Highway ZZ in Shannon County. Contractor to provide 22 � 6 cubic yard dumpsters. Solid waste removal season is cyclic, so solid waste pick-up will increase and decrease at certain times of the year. Peak visitor season is May 1 through September 30. Estimated 594 dumpster tippings per year. 2. Lower Current River Areaa. The area identified for solid waste removal is the Big Spring Area. Big Spring is located on Highway 103 south of Van Buren, MO in Carter County. Contractor to provide 16 � 6 cubic yard dumpsters. Solid waste removal season is cyclic, so solid waste pick-up will increase and decrease at certain times of the year. Peak visitor season is May 1 through September 30. Estimated 282 dumpster tippings per year. 3. Jacks Fork Districta. The areas identified for solid waste removal are Log Yard, Powder Mill area, Two Rivers, Shawnee Shop, and Alley Spring. Jacks Fork District ranges from Alley Spring on the Jacks Fork River to Log Yard, in the middle section of the Current River located within Ozark National Scenic Riverways. All areas listed are located off Highway 106 in Shannon County with the exception of Log Yard, which is located 6 miles off Highway 106 on HH and Shawnee Shop, which is located off of Highway 106 on County Road 106-211. Contractor to provide 9 � 6 cubic yard dumpsters. Solid waste removal season is cyclic, so solid waste pick-up will increase and decrease at certain times of the year. Peak visitor season is May 1 through September 30. Estimated 482 dumpster tippings per year. SOLID WASTE REMOVAL ANNUAL SCHEDULE AND ESTIMATED FREQUENCIESFall Tipping Schedule: October 1 through November 30 � Twice Monthly tippingsWinter Tipping Schedule: December 1 through February 28 � Once Monthly tippingsSpring Tipping Schedule: March 1 through April 30 � Twice Monthly tippingsSummer Tipping Schedule: May 1 through September 30 � Once weekly tippingsThe National Park Services may request additional tipping for heavy use times i.e. holidays or peak visitor season. All tipping will be performed during regular business hours, 7:00 am to 3:30 pm Monday through Friday, with the exception of holidays. The National Park Service may request the dumpsters to be removed from services and stored during Winter Tipping Schedule. The National Park Service is willing to store the dumpsters in secured locations at Ozark National Scenic Riverways for applicable dumpers during the Winter Tipping Schedule. BASE YEAR:April, 1, 2020 to March 31, 2020OPTION YEAR 1April 1, 2021 to March 31, 2022OPTION YEAR 2April 1, 2022 to March 31, 2023The Contractor shall make collections during periods of inclement weather. In cases of severe weather, the COR may authorize exceptions. When exceptions are granted by the CO, the Contractor shall make up all missed collections within 24 hours after the severe weather has terminated, unless additional time is authorized. The Contractor shall notify the COR of any condition that may interrupt or delay Contractor�s performance such as vehicle breakdown or any other reason. Contractor is not to conclude that the Government has determined the interruption or delay to be an authorized interruption / delay. The COR will make the determination if such interruption/ delay is authorized on a case by case basis. The Contractor shall make up missed collections resulting from the interruption / delay within 24 hours, or sooner if instructed by the CO.
