- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-01, effective 11-12-2019.The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, Software Publishers, with a small business size standard of $41.5 million. This acquisition is set aside to small business only. Responses are due by email to the Contract Specialist, Lisa Schaupp (lisa.schaupp@nih.gov) by 10:00 a.m., E.T. December 13th, 2019. Questions may be submitted by email to the Contract Specialist, Lisa Schaupp (Lisa.Schaupp@nih.gov), through December 10, 2019 by 11:00 a.m. E.T.. Answers will be posted by 5:00 p.m. E.T. December 11, 2019. The National Institute of Health, Office of Purchasing and Contracts, is seeking to acquire the software licenses and services of 4D, Inc to provide the Clinical Center, Department of Clinical Research Informatics with 4D Database technical support maintenance. The Clinical Center utilizes 4D software for the applications supporting several clinical functions. Some of these applications are critical to the hospitals primary function of providing safe and efficient patient care.Software and services must be provided in accordance with the specifications of the Statement of Work. Please see the Statement of Work for details of the requirement.All capable and experienced small business contractors are invited submit offers.
