Request for Information (RFI)This RFI is for planning purposes in FY20 only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. All business types can respond to this RFI. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The Army in developing its acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s), may use the information provided. Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response.The Government does not intend to pay for the information submitted in response to this RFI.PD Aerostats is conducting market research to identify vendors that have experience in the production of aerostats and can produce an exportable version of a modified PSS-T Large aerostat for the KSA. The vendor will be responsible for delivery and installation of ten (10) systems, providing training, operations and sustainment services at multiple locations within the country. This RFI is in support of a Foreign Military Sales (FMS) case as directed by the Letters of Offer and Acceptance (LOA) between the United States of America and the KSA. The target contract award date for this effort is second quarter of fiscal year 2021 (QTR 2 FY2021).The intended period of performance for this effort is 79 Months.REQUIREMENTS:The KSA requirement is for the production and delivery of 10 modified PSS-T Large aerostats with a baseline configuration of two (2) electro-optical, infrared (EO/IR) sensors, one (1) radar sensor, one (1) radio relay system, and one (1) wireless data link to provide transfer of full-motion video capabilities. Four (4) of the modified PSS-T Large aerostats will be integrated with an additional communications intelligence (COMINT) sensor. Support shall include integration of payloads, operations, training, and sustainment to include in-country field service representatives (FSRs).Aerostat:Length: Minimum 28M (92 Ft) Maximum 35M (115 Ft)Capable of lifting a minimum payload (system and hardware; exclusive of avionics package) of 500 kg (1,100 lbs) to a minimum altitude of 2,440 m (8,000 ft) Above Sea Level (ASL)Able to operate at altitude in sustained winds up to 102 km/hr (63 mph) and survive in a moored state in sustained winds up to 139 km/hr (86 mph)Tether cable: A minimum of three (3) fiber optic strands.Ground Control Station for command and control with interface to customer network: Ageon Exportable (GeoSpara) Command and Control softwareSOCET GXP for Processing, Exploitation, and Dissemination (PED) softwareGround support equipment including boom lift, fork lift, and generatorsAll special tools, standard tools, and equipment required to operate and maintain the systemEach system to include site sparesPayload Package:DMTI/GMTI Smart Sensor Radar System (SSRS) F-25 RadarExportable EO/IR MX-20 SensorFiber Optic Remote Antenna eXtension (FORAX) High Antenna for Radio Communications (HARC) 4S2U Radio Relay systemMini Tactical Communications Data Link (TCDL) Wireless Video TransceiverDigital Receiver Technology DRT-1301C+ Communications Intelligence (COMINT) SensorServices to be provided:Training: operator and maintenance training for host nation personnelField Service Representatives (FSR) for five (5) years.Vendor Operator support for all sites for six (6) months then transition to KSA OperatorsSupply Management SupportReference enclosed draft PWS, Performance Specification, and CDRLS for additional details.MARKET SURVEY QUESTIONSIf awarded the contract in 2nd quarter FY21 to build, field, train and sustain 10 modified PSS-T aerostats for the KSA, what potential delays in production do you foresee, if any, (i.e. long lead materials, restart of production lines, hire and staff additional employees, etc.) in order to meet the contract requirements?If awarded the contract in 2nd quarter FY21 to build 10 modified PSS-T aerostats for the KSA, what construction/upgrades/conversions of new/existing production lines do you foresee, if any, in order to meet the contract requirements?Does your company currently have the capacity (facilities, manpower, etc.) to begin work upon contract award in 2nd quarter FY21?Does your company currently have any planned and/or committed workload that may adversely affect the production and fielding schedule of the KSA effort? If so, how does your company plan to mitigate this risk?If awarded the contract in 2nd quarter FY21, how will your company support the manpower and ability required to operate the aerostat systems for a period six (6) months at each of the 10 aerostat sites in the KSA? A contractor operated crew shall consist of 10 personnel providing 24/7 support. Additionally, how will your company support the manpower and ability required to provide sustainment to include FSRs and training of the system for the duration of the contract?Vendor Response Requirements: All material submitted in response to this RFI must be unclassified. The response is limited to five (5) pages. Responses are due no later than 1500 Eastern Time on 6 December 2019. Provide a response in electronic format (Microsoft Office 2007 or higher suite format) describing the approach to meet the objectives established above.
