- The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for the replacement of Annunciator Panels and installation of Sequence of Events Recorders at the Elephant Butte Field Division near Truth or Consequences, NM. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13.5- Simplified Procedures for Certain Commercial Items, as a 100% Woman Owned Small Business set aside. The BOR intends to issue a competitive supply with installation, firm fixed price, solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4020Q0002 is anticipated for late November of 2019. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. PROJECT DESCRIPTION: The Elephant Butte Dam and Power Plant are located at 4696 HWY 51, E Third Ave (HC32 Box 312) Truth or Consequences, NM 87901. The Bureau of Reclamation (BOR), Elephant Butte Field Division (EBFD) has a need to replace the Annunciator Panels and install new Sequence of Events Recorders in the power plant. The Contractor shall provide all the necessary expertise, labor, tools, and test equipment to furnish, install, and replace the outdated Annunciator Panels and install new Sequence of Events Recorders. This work shall include the removal disposal of the old annuciator panels, automation equipment, and all other associated cabling/materials; to include the removal and disposal of two large sections with cabling, estimated to weigh approximately 1,350 pounds, from an existing duplex switchboard within the power plant control room. The contractor shall be responsible to provide and be capable of installing the 4 new annunciator panels, 9 new sequence of events recorders, and all associated cabling into the designated areas of the power plant control room.The onsite work for the installation shall take place after the BOR�s high-water flows have ended, which is approximately on or about 1 October 2020. The anticipated completion date for the delivery and installation of this work is projected to be on or before 1 February 2021; with the period of performance for the work to take place between 1 December 2020 through 1 February 2021.NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 334513- Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of no more than 750 employees.
