- The U.S. Fish and Wildlife Service (USFWS) Contracting and General Services (CGS) Region 1 has a requirement to procure a firm fixed price order for a contractor to upgrade the electrical components of the four residences (A, B, C and E) at the Hagerman National Fish Hatchery (HNFH) located at 3059-D National Fish Hatchery Road Hagerman, Idaho (Gooding County).Project is a small business set-aside. Applicable NAICS code is 238210. Small business size is defined as $15.0 million or less annually when averaged over a three year period. Performance period is sixty (60) calendar days from date of award. Project magnitude is between $25,000.00 and $100,000.00. Successful awardee will required to submit a 100% payment bond if the award exceeds $35,000.00. Basis for award will be low price for the combined total of all bid schedule items. Site Visit: Already held on November 20, 2019. Date for submission of Questions: Already concluded on November 22, 2019. 1. GENERAL: The purpose of this statement of work is to upgrade the electrical components of the four residences (A, B, C and E) at the Hagerman National Fish Hatchery (HNFH) located at 3059-D National Fish Hatchery Road Hagerman, Idaho. The US Fish and Wildlife Service will solicit bids through small business set aside for the identified upgrades.2. DEFINITIONS: N/A3. SCOPE: A detailed list of electrical components to be replaced is attached for each residence. The contractor shall work with hatchery staff to choose the style of the new light fixtures. a. Replace all switches, receptacles and covers inside and outside of each residence. i. Bring all receptacles up to code including GFCI and AFCI receptacles or circuit breakers where required. ii. Add additional receptacles in bedrooms and other rooms where needed to meet spacing requirements. Since the exterior walls are masonry additional receptacles needed on the inside of exterior walls can be surfaced mounted wiremold raceways keeping the raceway runs to a minimum. b. Replace all light fixtures with LED inside and outside of each residence. i. Remove all interior recessed fixtures and replace with 2 lamp LED fixtures such as Millbridge 2-Light Oil Rubbed Bronze Ceiling Semi Flush Mount Light Fixture or equal and light boxes. ii. Replace combination fan/light/heat lamps fixtures in the bathroom with only fan/light fixtures with separate switch controls. iii. Replace exterior motion sensor light fixtures with in-kind or better light fixtures. c. All cover plates for switches and receptacles shall closely match the color of the surrounding walls. d. Replace and consolidate subpanels and main electrical panel in the basement into one central main panel of adequate size for the electrical service needed. This new panel shall be mounted on the stairwell wall across from its current location. e. Add a code compliant main disconnect shut off switch to the new electrical service panel. Leave exterior disconnect switch in place if existing for redundancy. f. Replace wiring to all high energy demand appliances and fixtures such as stoves, water heaters, dryers, furnaces, bathroom receptacles and kitchen receptacles. g. Inspect wiring on all low energy demand appliances and fixtures such as bedroom, bathroom, kitchen, hallway and living room lights; bedroom, hallway and living room receptacles. Replace if necessary due to damage. h. Inspect wiring on ceiling fans and replace as needed. Ceiling fans appear to be new and do not need to be replaced, however all wiring should be inspected. Living room fans are controlled only by a remote and have no installed switch to control operation. Add a wall switch for on/off operation control. i. Inspect the wiring to attic vent fans. Replace if necessary. j. Install a current code compliant fire alarm system (Line voltage) that will replace all smoke alarms and have interconnected wiring between sensors. Add new smoke alarms in livingrooms/bedrooms/hallway/stairway/basement. Carbon Monoxide Sensors shall be installed where required if wood burning stoves or gas appliances are present. k. The wiring in the carports and garages and penetrating through walls shall be concealed by installing any exposed wiring in code compliant raceways. l. Inspect the wiring in the basement and rewire where needed. Make sure all wires are properly supported. Install a single switch to control basement lighting in lieu of individual pull cords. Replace existing fixtures and install new low profile 16� flush mount ceiling LED fixtures. Recommend a maximum of 8 lights per basement. Maintain the lighting control separated as is in any other enclosed rooms in the basement. m. Wiring to unused appliances such as basement furnaces shall be disconnected and removed. n. Inspect all other accessible wiring and correct code deficiencies where needed. o. Patch and repaint damaged and disturbed surfaces in the localized area to as close to original condition as practical. Use a good quality latex enamel paint (low VOC�s) such as Sherman Williams or approved equal matching the existing paint in color and sheen. p. Include all demo and disposal of old materials and construction debris in bid. q. Install weatherproof duplex GFCI receptacles outside near the front door and rear door of the residence. r. Option Item: Install a weatherproof combination horn/strobe annunciator on the exterior of the residence.Solicitation Number 140F0120Q0007 was initially posted on October 29, 2019 and quotes are still due by 2 PM PT on Tuesday, December 10, 2019.
