Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Denton Vacuum at 1259 North Church Street, Moorestown, NJ 08057, for the purchase of one (1) replacement computer and PLC to repair the Denton Vacuum Discovery 550 Sputtering system. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items.The proposed acquisition is to repair the NanoFab User Facility Denton Discovery 550 Sputtering system due to an inoperative computer control system and PLC. This facility supports NIST and outside researchers and the existing Denton Discovery 550 Sputtering system is heavily used. The computer system and PLC have failed and require replacement.Denton Vacuum is the Original Equipment Manufacturer (OEM) for the required repair parts and service and does not license the sale or distribution of its equipment, parts or software through resellers or third parties. These systems are used as shared resources that are accessible to researchers from industry, academia, NIST and other government agencies.The North American Industry Classification System (NAICS) code for this acquisition is 333242 and the size standard is 1,500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on December 4, 2019. Inquiries will only be accepted via email to forest.crumpler@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
