Description
In support of the Marine Corps Forces Reserve (MARFORRES), MCICOM intends to award TrapWire Inc. modification P00003 under contract M95494-18-F-0020 which acquires an additional 30 user licenses and 1,970 mobile user application licenses to access the TrapWire system. This requirement will be solicited sole source from TrapWire Inc. which is the current provider of the TrapWire system, pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm-fixed-priced type order issued off of GSA Schedule GS-35F-0501U. The Government is actively seeking information on potential sources of the requirements described below. All costs associated with responding to this notice are solely at the responding parties’ expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information received in response to this notice that has not been properly marked and clearly identified. Information marked proprietary will be safeguarded and handled in accordance with applicable Government regulations.BACKGROUNDMARFORRES has a requirement for user application licenses and mobile user application licenses with access to the TrapWire system. Specifically, the MCICOM requires the following:30 Full TrapWire User Licenses, providing designated users with access to all capabilities of the TrapWire system, including incident reporting, alerting tools, geospatial and statistical analysis tools, information sharing, administrative functionality, and granular permissions configured per MARFORRES specifications. Licensed users are able to access the TrapWire System via web console and corresponding mobile app for iOS and Android.1,970 TrapWire Collector Licenses for MARFORRES users, providing designated users access to a subset of TrapWire System capabilities, such as incident reporting, alerting, and information sharing. These users do not have access to the broader set of analysis (e.g., statistical or geospatial analysis) or administrative capabilities, but are able to generate data from the field, including via the TrapWire Mobile app, that Full Users (above) can aggregate and analyze with the full suite of tools available to them.- Collectors are able to file suspicious activity reports and review potential matches from the field. Reports are instantly created within the broader TrapWire System and available to designated users and analysts on the desktop web console for review, analysis, and follow up.- Location-aware mass warning capabilities enable users of the mobile app to quickly and securely generate urgent alerts that are distributed to other personnel based on proximity to the event and command hierarchy. Recipients are able to acknowledge receipt and participate in a chat dialog allowing for the accounting of personnel and the opportunity for commences to issue instructions or obtain status from the alert initiator and alert recipients who may be affected by the event. Desktop web console users (Full TrapWire License) are able to receive and participate in these alerts, as well as generate "top-down" alerts to personnel in the field.Respondents are requested to review the above summary and provide the following information:I.
