- In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The US Environmental Protection Agency (EPA), Water Infrastructure Division, Center for Environmental Solutions and Emergency Response, 26 West Martin Luther King Drive, Cincinnati, OH 45268 has a requirement for a new GANYMEDE Series OCT (Optical Coherence Tomography) Imaging System (GAN210C1) with the following specifications:1. A spectral domain (SD) OCT (Optical Coherence Tomography) system: Provides the following balance between axial resolution and imaging depth which are inversely correlated. Resolution is more important than imaging depth. a. Axial resolution (Air/Water): 6.0 �m/4.5 �m b. Imaging depth (Air/Water): 2.9 mm/2.2 mm2. Center wavelength: 930 nm where water does not absorb, allowing the light to penetrate through water to the biofilm and back to the detector. Longer wavelengths do not work for our biofilm study.3. A minimum of three discrete A-Scan Rates: 5.5 - 36 kHz4. A maximum pixels per A-Scan: 10245. Sensitivity: 93 - 101 dB6. Spacer reference arms to combat the change in optical pathlength7. Adjustable immersion spacers to remove artifacts from the reflections at the water surfaceTHORLABS, INC. located at 56 SPARTA AVE, NEWTON, NJ, 07860 is the sole source of the GANYMEDE Series OCT (Optical Coherence Tomography) Imaging System (GAN210C1), there are no authorized resellers or distributors in the United States of America. The North American Industrial Classification System (NAICS) code for this effort is 333314 and the business size standard is 500 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 12:00 PM EST on December 11, 2019. Responses must be submitted in writing to porter.anthony@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement.
