Description

NOTICE OF INTENTThe National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Northrup Grumman Aerospace Systems on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source for amplifier circuits with a gain of 10dB and an output power of 0.4 mW operating at 1 THz.Specific Requirements for Probe Station are as follows: Item 1. Fabrication Run; QTY: 1 each - Contingent upon delivery of designs from NIST, Northrup Grumman shall fabricate integrated circuits in accordance with the Specifications/Requirements document.Delivery - 30 days after completion of the multi-project fabrication run.Item 2. Design Consultation; Northrup Grumman shall provide a design kit consisting linear transistor models, design rules and layout examples to illustrate the design rules, and an example layout of the existing 1 THz design. This shall be accomplished in accordance with the Specifications/Requirements document.Delivery - Design Kit with design rules and tips - 10 days After Receipt of Order (ARO).Item 3. Layout Consultation; Northrup Grumman shall clean up designs and perform LVS and DRC in accordance with the Specifications/Requirements document.Delivery - Upon delivery by NIST of the layout to Northrup Grumman for a period of Not to Exceed (NTE) a period of 6 months after receipt of layout. The NAICS Code is 334413- Semiconductor and Related Device manufacturing, with a Size Standard of 1250 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Northrup Grumman Aerospace Corporation for this requirement.Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by December 10, 2019. Any questions regarding this notice must be submitted in writing via email to lia.arthofer@nist.gov . All responses to this notice of intent must be submitted to lia.arthofer@nist.gov no later than December 5th, 2019 at 2:00 p.m. MST.
