- Description
- The Operational Architecture (OA) Branch supports capability development across the enterprise by consistently developing Department of Defense Architecture Framework (DoDAF) compliant architectures that satisfy the requirements defined in relevant Service guidance and policy, Joint guidance, and are completed within a time-line that supports effective decision-making by the customer. The OA Branch has been developing Title 10 mandated Enterprise Architectures (EA) for over fifteen years and it and its contractors have used a number of tools over the years.This requirement calls for Enterprise Architecture Certification for OA. The training must be conducted either on site at Marine Corps Base Quantico, VA or locally.This certification will need to provide a broad exposure to the Enterprise Ontology and a range of framework and methodology choices with specialization in the Department of Defense Architecture Framework (DoDAF) and the Federal Enterprise Architecture Framework (FEAF) that will give OA Branch EAs the ability to employ enterprise architecture and analyze their enterprise efforts. In addition to these frameworks a comparative Frameworks overview is provided to allow students to explore differences, similarities as well as recognized patterns between the required DODAF and FEAF frameworks. Lastly, it will need to provide required understanding of how to apply several different required modeling languages such as BPMN, SysML, IDEF and others.The vendor will need to provide the complete solution for understanding and education within the problem space as defined in the Marine Corps Order for Enterprise Architecture - MCO 5230.20 (Attached)The vendor will need to provide the complete EA analytical solution and skill set in order for OA to be able to: Interpret Business Needs Translate Technical Complexities Scope High-level Vision Identify, Model and Document Project Details and Requirements Test and Validate Requirements and Analysis Models Represent Project Stakeholders Identify and Model Process Requirements Identify and Model Data Requirements Identify Business Rules Requirements Identify Test Requirements and understand Analysis for Decision Making Learn to Manage Requirements and Joint Application Development Scope Projects Understand and write Use Cases Improve Business Processes Understand Technical Specifications Analyze Cost to Benefit Lead and Manage Projects
