THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification.OVERVIEW:The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement for software and service support and maintenance for CareFusion Alaris Intelligent Infusion Systems. All software and service support and maintenance supplied must be 100% functionally compatible with existing CareFusion Alaris Systems, including infusion device and server management, software and reporting capabilities as well as all current electronic medical records The smart pump technology incorporates software to assure infusion patient safety and consistent, high quality care that supports real-time continuous quality improvement at the Columbia, MO, Kansas City, MO, Leavenworth, KS, Topeka, KS, Wichita, KS, St. Louis, MO (both JC & JB Divisions), Marion, Il (including Evansville, IN CBOC), and Poplar Bluff, MO VAMC s. *It is anticipated that this will be a base year with four option years. The successful proposer must be able to: The vendor shall provide data collection, reporting and analytics tools, to include a data repository for infusion technologies, quarterly infusion analytics services data reports with remote analyst review and access.Specifications:Access to data shall be real-time, complete data/drug set elements from PC, all modules and system, in a format capable of local facility manipulation including report writing capabilities and/or download. Data collected shall include infusion start, stop and modification date/time and settings as well as all alert and data error sufficient to enable appropriate quality decision-making. Ongoing software enhancements for both infusion device management software and software with continuous quality improvement (CQI) that provides infusion safety commensurate with the same functionality as any new system. Ongoing CQI to include telephone and email support. Provide interoperable interface between electronic medical record and infusion devices that programs the infusion and compares to drug item entered for accuracy. Provide interoperable interface between electronic medical record (EMR) and infusion devices that documents the infusion status in the EMR. Provide current software version and software coverage to include the PC unit and infusion parameters, as well as all modules (LVP, Syringe, PCA and ET/C02, ID). Provide simple data security process that enables user clearance of VA sensitive data from the pump on completion of use with each patient. Onsite technical support to update Alaris system and install new software. To include onsite technical support to update embedded software. Ensure onsite technical support performing the work are OEM trained and assures updates are done correctly and in a timely fashion. On-site clinical support for use of system, including training reinforcement, practice compliance and best practices. Provide server updates for the Alaris System Manager and test server to ensure system manager is on the most current version. Provide remote support for server to include operating system and clinical application patching, and system troubleshooting. The vendor must provide live clinical infusion data consultants via phone/email and monthly web-based refresher training related to infusion, drug and systems monitoring data and the reporting software systems. All webinars and monthly web-based refresher training shall be made available as web-based on-demand within 2 days of training. Provide data workshop training for two (2) attendees per station annually. Web-cast refresher training for PC-based authoring tool consisting of safety limit settings for patient care and safety parameters across infusion systems Possibly blend these bullets in above:Nursing includes all nursingAnesthesia - PACUDialysisInfusion Center (radiation therapy - chemo, etc.)Provide Pharmacy Consultant services via phone/email Real time server /system monitoring that provides two-way wireless communication with PC Units to provide error-reporting, data exchange monitoring, system oversight, and location by device, as well as systems monitoring reporting capabilities for the fleet. Vendor shall allow unlimited number of users access to the data collection systems that allows facility identified administrators to add/delete/modify users with access.II. VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819 7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation.III.
