- The Bureau of Engraving and Printing (BEP) has a reoccurring requirement for currency paper and various security paper manufactured to meet BEP specifications. The paper to be procured under this effort includes but is not limited to: Distinctive Currency Paper, Non-Distinctive Banknote Paper, and Distinctive Currency Test Paper to support the BEP’s effort to manufacture U.S. Currency in accordance with following material specifications: [P: CDT1, P: CDT4, P: CDT5, P: NDBT1, P: NDBT4, P: NDBT5.] The contractor shall have the capability to provide Distinctive Currency Paper for each banknote denomination in both 32- and 50-subject formats. The contractor shall also provide Non-distinctive banknote paper and other security paper in accordance with material specifications. Constraints:This pre-solicitation notice is issued under the authority of Federal Acquisition Regulation 15.202, Advisory Multi-Step Process. The acquisition for distinctive currency paper is limited to the provisions of Conte Amendment in 1987 and set forth at 31 U.S.C. § 5114. As a whole, the Conte Amendment requires that distinctive paper for U.S. currency paper be manufactured in the United States and prohibits the purchase of currency paper from a supplier owned or controlled by a foreign entity. At the time of the solicitation, potential Offerors must demonstrate the following minimum qualifications: The supplier must have the necessary manufacturing capacity to support the volume of material required in the turnaround times required to enable the BEP to satisfy the Yearly Currency Order (YCO). The supplier must have the technical resources including personnel and equipment to satisfy the technical specifications for the material, in addition to the BEP security, accountability, transportation, and ISO 9001-2015 Quality Management System requirements for the manufacture and supply of the paper used for production of U.S. Currency. The supplier must have the capability to meet the BEP requirements for physical security, product security, and personnel security necessary to protect distinctive security features and the currency paper from being compromised or used by unauthorized entities. The supplier must have the capability to manufacture a cotton-linen specialty paper containing the distinctive security features currently used in Federal Reserve banknotes; The supplier must meet the requirements of the Conte Amendment as set forth at 31 U.S.C. § 5114.
