This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The milk shall be delivered three times per week, Monday, Wednesday, and Friday s in equal amounts. All deliveries will be during the regular workweek between the hours of 6:30am to 3:00pm local time, Monday through Friday excluding all federal holidays.Place of PerformanceThe Contractor shall deliver the quoted items, FOB Destination. Delivery shall be to the Dayton VA Medical Center (VAMC), 4100 West Third Street, Dayton, OH, 45428-9000.Award shall be made to the contractor whose quote is the most advantageous to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria in no particular order: technical capability factor meeting or exceeding the requirement, past performance, and price.FAR 52.212-1, Instructions to Offerors--Commercial Items (Oct 2018), applies to this solicitation. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the Lowest Priced Technically Acceptable offer. Evaluations will be conducted under FAR Part 13.106-1(e) and any subsequent award will be made to the offeror that provides the Lowest Price Technically Acceptable to the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
