- Provide product information 12ea Ground Air Transmit Receive System (GATR) systems, per the specifications state in this Request for Information (RFI) Scope of WorkThis specification covers the requirements for Ground Air Transmit Receive (GATR) systems that will replace existing GATR systems at 12 sites for a US Government (USG) foreign partner air force and operate with automated Command, Control, Communication, Computer and Intelligence (C4I) systems. The GATRs will provide an un­interrupted communication link between aircraft and the C4I system whose function includes voice and data radio communications. These GATRs will be remote from the C4I system in various partner air force locations throughout the foreign country. GATR systems should be and capable of interfacing with the following: Remote/local C4I systems via communication network. Manual system via remote control consoles capable of performing all the control functions of the system's radios. System ArchitectureEach GATR shall include: GATR shelters, which house all GATR systems equipment G/A/G Radio Equipment Radio Access and Control Equipment Internal/External Interface Equipment Dual multi-channel Voice Recorder Equipment, main and standby System Management Equipment Dual Environmental Control Units (ECU), main and standby Power Systems Equipment: Uninterruptable Power Supply (UPS), Backup Generators with Automatic Transfer Switch (ATS) and Automatic Voltage Regulator (AVR) Ancillary cables and accessories Antennas with lightning surge suppressors Antenna mast/tower sufficient to for required radio coverage Earth works/site foundation, earth grounding system and lightning protection system G/A/G Radio Equipment Each GATR shelter must include 5 multichannel UHF/VHF transceivers sets (voice and data), 1 HF multichannel transceivers (voice and data), associated antennas, masts, and RF transmission lines. Any other equipment (e.g., filters, RF switches and multi-couplers) required to satisfy GATR system RF performance requirements must be included.All radio sets must support F.H and encryption for both voice and data communication. VHF/UHF Radio key features High-power AM/FM VHF/UHF Software Defined Radio (SDR) Transceivers with the flexibility of Ethernet and Voice over IP (VoIP) for ground-air-ground communications. Standard radios with VHF/UHF frequency band 11.6-400 MHz and optional 30- 512 MHz extended frequency coverage. Fixed frequency and frequency hopping with Electronic Protection Measures (EPM) module optional. AM/FM, narrowband/wideband At least 99 frequency presets Channels. Channel spacing 25 kHz, 12.5 kHz, 8.33 kHz. High power RF transmitter 100 W FM, at least 50 W AM carrier @ 90% mod, Adjustable RF power output. Progressive power reduction on overheat, over voltage, PTT time out, Infinite VSWR without damage. Receiver sensitivity: -103 dBm, AM; -108 dBm FM. Frequency Stability 1.0 PPM. 121.5 MHz VHF, 243.0 MHz UHF dedicated guard channel receivers. Inputs for external timing or frequency standards. Full featured Remote Radio Controller Unit with transmitter keying (PTT), voice audio, and data interfaces of a radio or multiple radios via Ethernet connection. PC based software for remote control over Ethernet. Line O/P 600 ohm balanced adjustable level for Recorder/external speaker output. Built-In-Test (BIT) capability provides fault detection and isolation. Built-in loudspeaker with volume control. Handset (voice communications and PTT keying) AC or DC· input power with auto-switchover 90 to 250 VAC, 48-62 Hz, 1 Phase, 24 to 30 VDC. Full duplex operation (repeater mode) optional. Internal and external frequency-tracking cosite filters optional. Operating temperature -30°C to +55°C. The Radio transceiver includes accessories, Remote Control Unit, Antenna, Antenna Mast, 50 meter RF cable, handset with PTT, Loudspeaker, .. etc.2.1.2 HF Radio Key Features Frequency range: 2,000-29,999MHz Operation type: USB (voice) and DATA Transmission range: >= 500 nm Support normal/hopping (voice) communication Data transmission mode: point-to-point2.2 Internal/External Interface EquipmentThis equipment consists of the equipment that enable operators in the GATR shelter, C4I Systems and the manual system to access and control the GATR shelter radios.2.3 Multi-Channel Voice/Data Recorder EquipmentThis equipment consists of the equipment required to record and playback the communications that occur on each radio and telephone channel in the GATR Center. Each recorder shall be capable of providing continuous, 24 hour-a-day, real-time recording of all G/A/G and telephone voice communications without loss of data.One of the dual recorders shall be in stand.by while the other one is actively recording. Switchover to the standby recorder shall be automatic when the recording media on the active recorder has failure or reached capacity.The recording media shall be provided a minimum capacity 3 months of recording time.The recording media shall be provided back up media (hard disk, CD.DVD.FLASH MEMORY, etc).External playback devices shall be provided to play back recording file away from the MCVR.2.3.1 Multi-Channel Voice/Data Recorder Key Features: The recorder shall have sufficient capacity to record simultaneously on at LEAST 20 channels with life monitoring. The recorder shall provide an integral time correlation signal. The recorder shall have controls for the following functions: stop, standby, run (record), fast-forward, fast rewind.2.4 System Management Equipment (SME):SME shall be equipped for system monitor, management, maintenance and fault troubleshooting. It consists of industrial workstation, monitor, and cabinet.2.5 Environmental Control Unit (ECU)Primary and standby commercial ECUs suited for the GATR local environment are required.2.6 Power System EquipmentThis system consists of the equipment required to interface the GATR system to the prime electric power system, dual redundant generators sets to generate prime power locally and an automatic transfer switch (ATS) to provide automatic switchover between power sources.In addition, an Automatic Voltage Regulator (AVR) and an Uninterruptable Power Supply (UPS) system must be included to provide uninterrupted communications during switching between power sources or when prime or generators power is unavailable.
