Description

Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 13.106 and in accordance with the requirements of FAR 13.106-1(b)(i) and (ii), DHS intends to procure on a sole source basis with American Society for Testing and Materials (ASTM), 100 Barr Harbor Dr. West Conshohocken, PA 19428-2951, see attached Sole Source Justification. This requirement will result in a firm-fixed price contract. The period of performance is for 12 months. The objective of the award is to provide ASTM E54 license in S&T Office of Science and Engineering, Systems Engineering and Standards Division and provide various enterprise-wide licenses to DHS in the areas of technical standards and conformity assessment. Such services include access to standards needed by DHS employees and stakeholders. First responders utilize standards daily to assist with their everyday activities, however, they are often unable to purchase these standards themselves due to limited resources/needing to spend them elsewhere. The ASTM E54 licenses will allow individuals to access these valuable licenses ensuring better safety for themselves and the public. DHS requires access to the ASTM E54 standards in order to share them with the first responder community. These requirements can only be met through ASTM International at 100 Barr Harbor Dr. West Conshohocken, PA 19428-2951. Interested sources may identify their interest and capability to respond to the requirement within 15 days from the date of this announcement. This proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i) and (ii). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than December 09, 2019., 12:00 pm, EST. The specific FAR Subpart supporting this justification is FAR 36.106-1 only one responsible source. The total estimated cost for this proposed action is $121,237.00.
