- Special Notice / Prospectus1205G120R0007SNRuby Creek Culvert ReplacementsNewport Ranger District Colville National ForestThe Newport Ranger District on the Colville National Forest located in North Eastern Washington State plans to restore Ruby Creek by replacing two culverts on County Road C-2489 (Ruby Creek Road) to promote fish passage. The proposal is estimated to be solicited during the winter/spring of 2019/2020. The replacement structures will be a bottomless arch at Little Ruby Creek and a bridge at NF Ruby Creek. Improvements will consist of, but are not limited to, diversion of the streams, structural excavation, removal of the existing culverts, installation of the new structures, reshaping of the stream channel, installation of rock stream structures, embankment and excavation of roadway approaches, placement of riprap, and road surfacing.The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman’s compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. The projects are located in Pend Oreille County, Washington State. The sites are approximately 40 miles north of Newport, WA. See the attachments for more information.The period of performance for the contract is estimated to begin August 1, 2020 with a completion date of August 30, 2020.The project is currently estimated between $250,000 to $500,000. A bid guarantee will be required. The awarded Contractor will be required to provide a payment and performance bonds.This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about April 1, 2020. Proposals are estimated to be due April 30, 2020. The actual due date will be listed in the solicitation. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237310, size standard is $39.5 million.All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.Notes:Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable. The enclosed information is provided so that potential offerors will have an opportunity to visit the representative sites while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. In no event shall failure to inspect the site constitute grounds for a claim after the contract has been awarded (reference FAR Clause 52.236-27). No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation’s closing date.
