Special Notice / Prospectus1205G120R0014SNSullivan Salmo and Highline Road Repair and Culvert ReplacementsSullivan Ranger DistrictColville National ForestThe Sullivan Lake Ranger District, Colville National Forest, located in Northeastern Washington State has a requirement to repair a slide with a rock buttress, ditch relief culvert placement/replacement, and installation of one culvert to promote aquatic organism passage (approximately 14-foot span bottomless arch) between mile post 15.89 to 16.04, Forest Service Road #2212000 (Highline). An additional requirement for replacement of a culvert to promote aquatic organism passage (approximately 14-foot span bottomless arch), mile post 1.80 Forest Service Road #2220000 (Sullivan Salmo). Material for the project will be acquired from Harvey Creek Pit (Government Source).The proposal is estimated to be solicited during the winter/spring of 2019/2020. The project is located in Pend Oreille, County, Washington State. The site is approximately 60 miles from Colville, WA and 105 miles from Spokane, WA (Township 39 N, Range 45 E). See maps and photos below.Improvements will consist of, but are not limited to, diversion of the stream, structural excavation and embankment, removal and disposal of the existing culverts, installation of the bottomless arches, reshaping of the streambanks, embankment and excavation of roadway approaches, and placement of riprap and aggregate surfacing.The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman’s compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. The period of performance for the contract is currently estimated to begin July 1, 2020 with a completion date of August 31, 2020. The actual date will be listed in the solicitation. The project is currently estimated between $250,000 to $500,000. A bid guarantee will be required. The awarded Contractor will be required to provide a payment and performance bonds.Funding for this requirement is currently not available, but is anticipated for this fiscal year 2020. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation’s closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about March 1, 2020 (or sooner). Proposals are estimated to be due March 31, 2020. The actual due date will be listed in the solicitation. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237310, size standard is $39.5 million.All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.Notes:Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable.
