- SUBJECT: Request for Information- VAFB North and South Base Commerical Internet Infrastructure1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes- it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contact for any supply or service whatsoever. Furthermore, the Government is not at this time seeking quotations and will not accept unsolicited offers. Interested vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. FAR 52.215-3 Request for Information of Solicitation for Planning Purposes (Oct 1997)a. The Government does not intend to award a contract on the basis of this RFI.b. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.c. This Request for Information is issued for the purpose of market research. 2. The 30th Contracting Squadron (30 CONS) is conducting market research to identify potential contractors that may possess the expertise, capabilities, and experience to provide commercial internet services to Vandenberg AFB to include both the North and South coverage areas. The NAICS code for this effort is 517311 “Wired Telecommunications Carriers” and the PSC is D309 “IT and Telecom- Information and Data Broadcasting or Data Distribution”.3. There will be an informational webinar on Wednesday, 11 December 2019. The Government’s intent is to expand VAFB current broadband communication capability to meet current Launch Service Providers (LSPs) requirements by enhancing our existing infrastructure. The webinar will cover topics discussing expansion of the existing North Point of Presence (PoP), creation of a new South Base PoP and planned-in growth potential. 4. Webinar interest statements are requested to be provided no later than 6 December 2019 via e-mail to Lt Jasmine Toye at Jasmine.toye.1@us.af.mil and Mr. Brandon Harrison at brandon.harrison.15@us.af.mil. Any questions must be submitted in writing via email to the aforementioned personnel. Contractor capability statements are requested post-webinar.5. The information that is received from this RFI will be used to make the best decision on how to proceed with this acquisition. Information received will not be shared with other potential offerors.
