SOURCES SOUGHT NOTICE772’d Enterprise Sourcing Squadron/PKD,Tyndall AFB, Florida1. THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUCEMENT FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal (RFP) or complete package outlining the technical competencies/qualifications of the prospective Contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.2. The United States Air Force (USAF), Air Force Civil Engineer Center (AFCEC), Tyndall AFB, Florida, has a requirement to procure Heating, Ventilation, and Air Conditioning (HVAC) Recommissioning and Energy Optimization Services. Recommissioning and Energy Optimization Services include expert analysis, Test and Balancing (TAB) procedures, design review, modifications, minor repairs & recommendations for optimal energy savings. The Contractor shall travel to selected AFB facilities throughout the Continental United States (CONUS), Alaska and Hawaii. They shall evaluate HVAC and control systems to resolve temperature, humidity, pressurization, energy waste and indoor air quality issues to ensure each HVAC system is operating at peak energy efficiency with the objective of enabling long term energy consumption reduction (2.5% over 10 years based on a 2015 baseline). Please review attached DRAFT Performance Work Statement (PWS) for additional information.3. The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements identified in this request for information (RFI). The Government invites all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. Again, this announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any preparation costs.4. If your firm has an interest in performing such services for the Government, please submit a capability statement that addresses the questions presented within this announcement. The Government does not intend to rank submittals or reply to interested firms at this time. The requirement falls under North American Industry Classification System (NAICS) Code 238220 - Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for this NAICS is $16.5 million. The contract vehicle to be solicited/awarded is intended to be a Single-Award, Requirements type Indefinite Delivery - Indefinite Quantity (IDIQ) contract. The anticipated award of this IDIQ contract is estimated to be in July 2020, to include award of a concurrent task order to meet the minimum ordering dollar amount of the IDIQ. The IDIQ is anticipated to have a Base Year, and Four (4) Option-Years.5. Contractors interested in providing these services to the Government, shall submit in writing an affirmative response which includes as a minimum the following information: Business name, address, and contact information (Phone, email, POC/Representative). Based on your professional experience in the private sector, would you consider this requirementto coincide with work typically provided in the commercial market? If you believe other NAICS number(s) would present a better option for this procurement, please provide the additional NAICS number(s) and explain why such NAICS would be more applicable. Specify your business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman- owned small business veteran-owned small business, service-disabled veteran-owned small business) based upon NAICS 238220. Specify all that apply. Would your firm propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with a teaming partner, or a joint venture? If you are interested in a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements and 8(a) Program regulations described in 13 CFR 124.513 Identify any projects completed within the past three (3) years which fall within the realm of HVAC Recommissioning and Energy Optimization Services. This information shall help the Government determine your firm’s capability in meeting the HVAC Recommissioning and Energy Optimization Services requirements to include an understanding of TAB procedures as stated in the DRAFT PWS. You may include information on any government contracts(s) (Federal, State, or Local) that have been awarded to your firm for a similar requirement. Please provide the following data if submitting previously awarded contract information: Contract number, date of award, contract agency, contracting officer (CO) who issued award (include CO contact info), description/scope of services, performance period, contract type, and total value of contract. 6. All responsible sources are encouraged to submit a capability statement response to this announcement. Responses shall be submitted electronically no-later-than noon, Central Standard Time (CST) on 23 Dec 2019. Email responses shall be sent to: anthony.rogiano.1@us.af.mil and lisa.jones.31@us.af.mil.7. Responses shall be no more than 20 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government will only review the first 20 pages and disregard the remainder of the submission.
