- This is a Notice of Contract Action (NOCA) and is not a Solicitation or Request for Proposal (RFP). Responses to this NOCA are strictly voluntary with no cost or obligation to be incurred by the Government.The Air Force Life Cycle Management Center, Armament Directorate, Direct Attack Division, Direct Attack Munitions Branch intends to award Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract for up to five (5) years to Superior Forge & Steel, Corp (FA8681-20-D-0020) located at 1820 Mc Clain Rd Lima, OH 45804 and Ellwood National Forge (FA8681-20-D-0021) located at 1 Front St, Irvine, PA16329 in support of the GBU-57 Massive Ordnance Penetrator (MOP) Warhead Case. The two contractors were determined qualified to produce Warhead Cases under the MOP Warhead Case Vendor Qualification Contract, FA8681-17-F-1041. The Period of Performance is expected to be approximately October 2019 through October 2024.The North American Industry Classification System (NAICS) Code for this effort is 332993; with a small business size standard of 1500 employees. The Government intends to solicit and negotiate with two sources under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government.The contractor shall manufacture and deliver BLU-127C/B Penetrator Warhead Assemblies with associated components in accordance with the Technical Data Package (TDP). The contractor shall perform detailed metallurgical analyses to ensure that their proposed tooling, design, and manufacturing processes can reliably produce the BLU-127C/B and associated hardware as described in the TDP. The produced hardware shall meet all of the material property requirements of the TDP.An Ombudsman has been appointed to address concerns of potential sources. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting point of contact identified below. The Ombudsman is Lt.
