Under the authority 10 U.S.C.2304(C)(2) Unusual and Compelling urgency, as implemented by FAR 6.302-2 Pearl Harbor Naval Shipyard awarded the contract to Curtiss-Wright to accomplish High Pressure Air Compressor Maintenance (GROOM). Competition was limited to Curtiss-Wright as they are the original equipment manufacturer and has performed this type of work aboard a Navy 688 class submarine while meeting the Navy's standards, expectations and schedule.
