- This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Regional Contracting Center - Americas, Fort Sam Houston, TX, is conducting market research for capability solutions for multi-purpose temporary and or permanent facilities. The North American Classification System (NAICS) code for this requirement is 236220 - “Commercial and Institutional Building Construction” with a small business size standard of $39.5 million effective 19 August 2019.Contact with Government Personnel, other than the point of contact identified at the bottom of this notice, by any potential offeror, or their employees', regarding this requirement is strictly prohibited.The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of the potential pool of vendors to perform services located on Guantanamo Bay. The Government will ensure there is adequate competition among the potential pool of responsive vendors.The Government is seeking sources to participate in an industry day to address solutions to shortages for permanent and/or temporary multi-purpose structures located on Guantanamo Bay, Cuba. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to deliver solutions that meet the minimum requirements identified below. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's capability to meet personnel requirements for cleared United States personnel. Delivery time frame from receipt of order to complete installation. At a minimum must meet requirements for Category 3 Hurricanes. At a minimum must meet requirements for Seismic D Earthquakes. Must include HVAC, mechanical and plumbing for complete turn-key solution. Minimum of two and a maximum five references where the solution is currently in use. Documentation of appropriate products must be presented in sufficient detail for the Government to determine that your company possesses the necessary means to compete for this acquisition. Recommended NAICS if your solution is not within the threshold/description of the NAICS identified in this announcement. Offeror’s capability to perform in-house design to offeror’s recommended solution. Offeror's capability may include multiple solutions. Offeror's type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability. Industry Day instructions: Interested parties must email the POC identified below with the names of no more than four people that will be participating in the oral presentations. Oral or visual presentations will consist of a maximum of 45 minutes to brief and a maximum of 30 minutes for Government questions. The Government will only provide electricity for any electronic presentations. Presentation opportunities are available on 9 January 2020 or 10 January 2020 respectively. The Government will sponsor entry access to Guantanamo Bay. Interested parties are responsible for marking information that is proprietary in nature. No reimbursement will be made for any costs associated with travel, providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice or any subsequent travel. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
