Description
This is a sources sought notice for information and planning purposes and shall not be construed as an obligation on the part of the VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8a Small Business and Small Business concerns that are interested in and are capable of performing the work described herein. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Department of Veterans Affairs, Network Contracting Office 21 will be issuing a Request for Proposal (RFP) to award a construction contract to a General Contractor who shall furnish, install, and interface a suicide deterrent and alarm system that detects attempts at suicide by supporting a ligature in a door assembly. The system will detect the presence of a ligature (such as a bed sheet, towel, etc.) before pressure is applied. Furthermore, the system shall be addressable, self-monitoring, and capable of remote diagnostics. The monitoring panel shall have an LCD display that will show the time and location of the event. Upon detection, a visual indicator shall be activated at the location of the event, as well as at a remote monitoring panel, typically located in the nurse s station. In addition, an audible alarm shall also be activated in a predetermined hallway location, as well as at the remote monitoring panel in the Nurse s Station. Once initiated, the alarm will remain active even if the ligature is removed and the alarm shall be manually reset using the keyed switch located near the door jamb. After being reset, the audible and visual indicators will be cleared. The system shall record and display at least 64 recent events in an electronic log, available for immediate review. All event messages are stored for a period of 1 year and are available for download. This system has the capability of recording events, including the date and time of each event, and shall be accessible for review as required. The system shall be installed in accordance with the manufacturer s specifications of the door alarm. Installation will take place at the following locations: Twenty-nine doors at the VA Northern California Health Care System, 10535 Hospital Way, Mather, CA 95655Twelve doors at the VA Pacific Islands Health Care System, 459 Patterson Road 151, Honolulu, HI 96819Twenty doors at the VA Central California Health Care System, 2615 E Clinton Avenue, Fresno, CA 93703 Fourteen doors VA Sierra Nevada Health Care System, 975 Kirman Avenue, Reno, NV 89502 The period of performance is 150 calendar days after issuance of the notice to proceed.The NAICS code is 238210 and the corresponding size standard is $16.5 Million. The disclosure of magnitude is between $500,000 and $1,000,000Interested businesses shall send by email only, the following information: Socio-Economic Category, DUNS number, Maximum bonding capability for a single bid and total maximum bonding capacity.
