- Notice of Intent to Sole SourceThe Department of Energy, Idaho Operations Office (DOE-ID) Contract Management Division, on behalf of Radiological and Environmental Sciences Laboratory (RESL) intends to award a Single-Award Blanket Purchase Agreement (BPA) to Mirion Technologies, (Canberra) Inc. of Meriden, CT on a sole source basis under the authority of FAR Subpart 13.106-1(b)(1) for the purchase and maintenance of specialized laboratory equipment manufactured by Canberra. Supplies and related maintenance offered by Mirion Technologies is necessary to operate and maintain the following equipment, as well as, Mirion provided services are necessary, to operate and maintain the same equipment for up to four additional years: Canberra Alpha Analyst Alpha Spectrometry Systems Gamma Spectrometry Control & Counting Systems Cosmic Veto ShieldMirion Technologies is the sole manufacturer of Canberra equipment, and is the parent company of the brand name Canberra. The Department of Energy Radiological and Environmental Sciences Laboratory (RESL) currently owns Canberra equipment and anticipates issuing a 5-year Blanket Purchase Agreement (BPA) to support existing RESL-owned equipment as well as to provide for any future Canberra brand equipment purchases or maintenance needs.The US Department of Energy Radiological and Environmental Sciences Laboratory (RESL) currently uses Canberra equipment that this BPA covers in the US Department of Energy Mixed Analyte Performance Evaluation Program and the US Department of Energy Laboratory Accreditation Program, required by 10 CFR 835, of the performance testing samples that RESL produces to administer these programs. The hardware support agreement provides support for the unique and proprietary electronics and hardware from Mirion to ensure the continuity of operations for RESL’s Canberra measurement systems in the event of hardware failure. Mirion Technologies is the only company that can provide this support due to the unique and proprietary nature of this equipmentThe specific components covered under this BPA are only manufactured by Mirion Technologies, and only Mirion Technologies can repair and replace the Canberra equipment. Because these components are integrated into a system, new components must function with the existing Canberra equipment and Canberra replacement parts must be used. Accordingly, only this source can furnish the requirements, to the exclusion of other sources.The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Canberra Alpha Analyst Spectrometry Systems, Gamma Spectrometry Control Counting Systems, and a Cosmic Veto Shield. New items/services must connect or interface directly with the existing system with no loss of quality or capability.A 5-year blanket purchase agreement (BPA) will be established for these requirements. Covered services and equipment will be for the support of existing RESL-owned Canberra equipment and maintenance, as well as other similar Mirion Technologies-manufactured laboratory equipment and related maintenance services. The anticipated award date to establish this BPA is on or about December 16, 2019.Interested parties that believe they could satisfy the requirements listed above for DOE may identify their capabilities in a capability statement in writing on or before the response date for this notice. This notice of intent is not a solicitation. DOE-ID does not plan to issue a written solicitation for this requirement. Information submitted as a response to this notice will be used to determine whether competitive procedures could be used for future acquisition for above stated supplies and services. All responses to this notice of intent must be submitted by December 9, 2019 no later than 1600 (4:00 PM) MST.
