- THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION.This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program(s). The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the towing and dismantlement/disposal of ex-KITTY HAWK (CV 63) and ex-JOHN F KENNEDY (CV 67). The Government is seeking responses from sources that can accomplish ship dismantlement, environmental remediation and disposal, and scrap material sales. The contractor will be required to obtain and maintain at least confidential Facility Security Clearance for ex-JOHN F KENNEDY (CV 67). The disposal requirements are as follows:The Contractor will be required to provide all personnel, equipment, tools, vehicles, materials, facilities, supervision, and other industrial equipment and services necessary to perform the scope of work in a manner which is safe for workers and the environment, and complies with all applicable Federal, State and local laws and regulations. Work is required to be accomplished in the continental United States. The Contractor will be required to provide facilities for the duration of the Contract period of performance for scrapping operations, as well as all permits being in effect prior to the start of contract execution.The scope of work for dismantling and disposal of the vessel will include:? Towing the vessel in conformance with the U.S. Navy Tow Manual, www.supsalv.org? Dismantling of the vessel? Establishing a schedule? Utilizing dry-dock, slip, or other method? Demilitarizing residual military equipment and property? Completely scrapping the hull? Hazardous material/waste removal and disposal? Sale of scrap and reusable equipment/materialAll work performed shall be in compliance with all applicable Federal, State, and Local laws andregulations. The Contractor will be required to have all valid permits and licenses necessary prior to performing the associated scope of work. The Contractor will be required to maintain all valid permits and licenses throughout the period of performance.Please address the following questions as applicable:1. Describe your company, facilities (drydock, slip, or other method), personnel (skills, qualifications, numbers), location, and potential labor pool in the surrounding area.2. Does your company have a website? If so, what is your company’s website address?3. Describe your company’s proposed facility and its capability to accommodate a vessel the size of a US Navy aircraft carrier, including the transit route to the facility.4. There will be facility security requirements throughout the contract period of performance for ex-JFK (CV 67). Describe your company’s ability to obtain and maintain a Defense Security Services (DSS) facility security clearance, including clearances for necessary personnel. 5. Describe your company’s capabilities and experience in accomplishing: a) Ship dismantling work on either commercial or Naval vessels of a similar complexity. b) Commercial ship tows or tows in accordance with the U.S. Navy Towing Manual. c) Hazardous material/waste removal and disposal. d) Demilitarization of residual military equipment and property. e) Sale of scrap and reusable equipment/material.Please address each subpart of Question 5 separately in your response. The Navy is most interested in recent and relevant information. If applicable, please include contract number, dollar value, period of performance, and whether work was accomplished as a prime or subcontractor.SUBMISSION DETAILS: Responses to this notice should not exceed five (5) single-sided (Times New Roman, minimum 12 font) pages and should include a cover letter (not counted towards the 5-page limit) with the following information: (1) Business name, address, CAGE code, DUNS number and Point of Contact information including name, phone number and email address; (2) Company size (Small or Large) in accordance with the North American Industry Classification System (NAICS) code 336611, size standard is 1250 employees; (3) if a Small Business, specify if your company is any of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Small Business concern; (d) Woman-Owned Small Business; or (e) Economically Disadvantaged Woman-Owned Small Business.Submissions shall be in Microsoft Word or Adobe Acrobat (5 MB limit) and shall be sent electronically to the Contract Specialist, Tara Borntreger at tara.borntreger@navy.mil, with “FY20 ex-KITTY HAWK (CV 63) and FY21 ex-JOHN F KENNEDY (CV 67) Sources Sought Response” in the subject field.
