This announcement seeks information from industry, which will be used for preliminary planning purposes and eventual product selection.The Sources Sought synopsis is to solicit input from lockset manufacturers about a wireless lockset that will be used in conjunction with Access Control Systems (ACS) (Such as Lenel OnGuard, Hircsh Velocity, etc.) to provide lockdown capabilities and to control access for DoDEA educational facilities and offices in various countries and regions throughout the world. Systems services. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.This is not a solicitation for contract proposals and no contract shall be awarded from this synopsis. The U.S. Army Engineering and Support Center, Huntsville is soliciting comments on a market research basis for Electronic Security Systems (ESS) in support of the DoDEA. Respondents and/or manufacturers shall respond directly to this request for information using the Points of Contact (POC) listed below. Respondents and/or manufacturers should not contact or attempt to contact anyone from DoDEA directly in an attempt to market, sell, or otherwise solicit information regarding this request. The Government may choose to create a list of the highest qualified solutions based on the responses to this sources sought and may plan and request face to face manufacturer demonstrations and/or presentations as part of this request.DoDEA operates 166 accredited schools in 3 Regions, consisting of 8 districts located in 7 U.S. states, the U.S. Territiories of Guam and Puerto Rico, and 11 foreign countries. DoDEA employs approximately 15,000 employees who serve more than 72,000 children of active duty military and DoD civilian families. For many locations DoDEA is planning to renovate the existing facilities, and in this case the lack of existing infrastructure and core-drilling required to provide communication and power to the doors drives the Government to a wireless locking solution. For new facilities, it is preferred to put the needed infrastructure in place to utilize wired Power over Ethernet (PoE) locksets. To improve the maintainability of the DoDEA infrastructure, a single lockset capable of operating in both wired and wireless configurations is desired. Goal: In order to provide greater security for students and faculty while minimizing the costs associated with the operation, maintenance, and sustainment of these systems, DoDEA is looking to standardize, install new, and upgrade locksets to a single product or a minimal number of different products per country, region, or military installation. It is DoDEA's intent to minimize the number of different security products utilized across their Agency to the greatest extent possible. The final decision on the number of different products that will be allowed and where those products will be installed depends on, but is not limited to, the following factors:1. Initial cost, system longevity and administrative requirements for operation, maintenance, and sustainment2. Potential negative impacts to the requirement to obtain a cybersecurity accreditation/Authority to Operate (ATO) and sustainment of the ATO3. Availability of certified technicians to perform maintenance and sustainment activities especially considering the number of states, territories, and foreign countries where the DoDEA facilities are physically located.Minimum technical requirements:1. Wireless components shall work with the current Federal Information Processing Standard (FIPS) 201 approved ACS and a Windows 10 workstation. The FIPS 201 Approved Products List (APL) is located here: https://www.idmanagement.gov/approved-products-list/2. The solution must be capable of operating wirelessly with the card reader being installed on the door.3. The integrated card reader must be capable of reading the Common Access Card (CAC), 13.56 Mhz smart cards, and iClass SE visitor cards.4. The lockset must have an integrated door position switch and request-to-exit sensor.5. Solution must be capable of integrating with at least one FIPS 201 approved ACS. This applies for both wired and wireless applications.6. Solution must be capable of wireless operation (i.e. WiFi/battery). Solutions with capability to use wired (PoE) in addition to wireless are preferred.7. Every component of your solution must be able to fully comply with FAR 52.204-24 and FAR 52.204-25 without requiring any waivers or exceptions.Questionnaire: In addition to any product literature, please provide written responses to the series of additional questions provided in the attached capabilities matrix. Recommend submitting your responses using an encrypted method of transmission so that your responses are protected if you feel the information provided is corporate or procurement sensitive. The information provided will be shared with designated DoDEA customer representatives and POCs listed below for the purposes of product evaluation.It should be stressed that complete responses to all of the requirements listed in the matrix are required to better evaluate the product submissions.
