Request for Information 36C77620Q0017National Data Systems (NDS) Health Information Access (HIA) Services I. Introduction:The sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to the sources sought announcement. NAICS 541611 (size standard $15 million) applies.The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for support for VHA health information user access management, and support for the Business Associate Agreement program throughout the Performance Work Statement (PWS) for Veterans Health Administration (VHA) Office of Informatics Health Informatics (OHI) Health Information Governance (HIG) National Data Systems (NDS) Program Office. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Requirements: Please see attached DRAFT PWS and associated standard operating procedures for additional detail.III. Submittal Information:Responses are due no later than 1:00 PM EST December 11, 2019. Responses shall be limited to 20 pages, 12-point font minimum. Please be advised that all submissions become Government property and will not be returned. Responses shall be sent to Kymberly Morgan at Kymberly.Morgan@va.gov. Questions or comments regarding the RFI are due no later than 1:00 PM EST November 25, 2019. Responses shall provide administrative information, and shall include the following as a minimum:Company Name, DUNs number, Company mailing address, phone number, name of designated point of contact and e-mail of designated point of contact.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. Capability/Qualifications A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the performance work statement.Describe your firms demonstrated experience with and understanding of User Access Management and Support activities. Provide instances of information gathering and documentation development related to data access activities in VA or within other leading commercial healthcare practice. Provide a description of where your firm has supported continuous improvement of existing processes and tools for data access and managing new initiatives that improved the processing of data access requests activities in VA or within other leading commercial healthcare practice. Provide a description of where your firm has supported managing access to healthcare data and data access requests involving customer service-based interaction, with timely feedback to end users and compliance with standard operating procedures in VA or within other leading commercial healthcare practices. Provide a description of where your firm has supported second-tier desk support for managed access activities in VA or within other leading commercial healthcare practice.Provide a description of where your firm has supported the creation of various data sharing agreements with external organizations that enable sharing of data both by VA receiving and providing data activities in VA or within other leading commercial healthcare practice. Provide a description of where your firm has consulted on and monitored various data sharing agreements between data owners and data users that require specific data sets to complete a final data sharing agreement in VA or within other leading commercial healthcare practice. Provide a description of where your firm has managed and updated BAA databases in VA or within other leading commercial healthcare practice. Provide a description of where your firm has applied expert level knowledge of research, the use of data for research, and research methodologies to a review and approval process for applicable data access requests, collaborating with other entities identified in the approval process, applying scrutiny in accordance with applicable policy, procedures, and guidance, and annotating communications and status within identified applications in VA or within other leading commercial healthcare practice. Provide a description of where your firm has managed and updated BAA databases in VA or within other leading commercial healthcare practice. Provide a description of where your firm has experience working with Personal Health Information (PHI), Personally Identifiable Information (PII) or Health Insurance Portability and Accountability Act (HIPAA). Describe your firms demonstrated experience with and understanding of Electronic Health Records (EHRs) and Business Associate Agreement (BAAs).
